;THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. There hereby is created the position of
Managerial Assistant to the Commissioner of Parks and Recreation
and Public Buildings, which shall be under the supervision and
control of the said Commissioner.
Sec. 2. The said position of Managerial Assistant hereby
is expressly excepted from the Classified Civil Service and shall x
a position in the unclassified service of said City of Saint Paul.
Said Managerial Assistant shall be appointed by said Commissioner,
shall hold office at the pleasure of said Commissioner, and the
term of said office shall expire and be coincidental with the term
of the Commissioner.
Sec. 3. The duties of said position of Managerial
Assistant shall be to coordinate and assist the Commissioner of
Park's and Recreation and Public Buildings in the management of
the department, under the supervision and direction of said
Commissioner. }
Sec. 4. The salary-that shall attach to said position
of Managerial Assistant to'the Commissioner of Parks and Recreation
and Public Buildings shall be the salary now and hereafter provided
for Grade ' ?9 under the Civil Service Rules Ordinance.

Departments, but with the Bureau of Public Buildings as well, as it is that
Bureau that must have a closer working relationship with the mechanics of
the Parks and Recreation in order to effect coordinating of economies.
As I have previously .stated, I have no candidate in mind to fill this important
position, and have called upon the Civil Service Bureau to assist us in a search
for the right type of person. I have been assured that I shall receive the co-
operation of the Civil Service Bureau in securing applicants in an efficient and,
expedient manner. Therefore, it will be entirely satisfactory to me that the
position be placed under Civil Service rules and become part of the classified
service. The press of duties, which is, of course, one of the principal pur-
poses in seeking a Managerial Assistant, would not permit the Department's
limited staff fhe -opportunity to seek out the best applicant available. I there-
fore ask your support in adopting the original ordinance (C. F. 214167) with
the understanding that I shall continue to work with the Civil Service Bureau
in placing the position of Managerial Assistant into the classified service on
a limited term basis.

We have before us for final approval today an ordinance establishing the
position of Managerial Assistant in the Department of Parks and Recreation
and Public Buildings. I would like to take this opportunity to amplify on my
remarks made before the City Council at the time of introduction on Wednesday,
July 31, in which I set forth the reasons for this position being created.

It is a well -known fact that with the shorter working day, coupled with the
advanced economy, the trend has been nationally for a much- accelerated
recreation program. This has been evidenced in the great increase in the
use of our parks and recreational facilities here in St. Paul. With these
additional duties has come, ironically, a decrease in the top staff of the Parks
Department. We are presently confronted with the loss of services of the
Superintendent of Parks, who has been absent because of illness since mid -
May. There exists considerable doubt in my mind as to whether the incumbent
shall ever resume full time duties. This, as you know, is an appointive
position, exempt from Civil Service, at a salary range identical with that of
the Managerial Assistant as proposed in the Ordinance in question. The
position of Superintendent of Parks shall be abolished upon the retirement
of the incumbent. Also, as of July 5, 1962, another exempt position, that of
General Manager, at Grade 78, annual salary, $15, 972, has also been abolished
and has therefore never been filled.

Further, with the compulsory retirement Act, as passed by the 1963 Legisla-

ture, we shall soon find ourselves without the services of the Refectory Manager,

who is of compulsory retirement age and has also been on the ailing list. It

is my intention to not replace him upon his retirement as his duties are being
gradually transferred to our Departmental Accountant's staff. The total of
these three aforementioned salaries is equivalent to $36, 336. The Managerial
Assistant who will, in turn, coordinate the activities formerly under the juris-

diction of the aforementioned officers, shall be in the Pay Grade 72, ranging.
from $933 to $1115 per month. In addition, it is expected that he will serve as
a liaison not only among the various divisions of the Parks and Recreation
