A.
An ordinance prohibiting parking any motor
vehicle in any alley outside the congested
district, as the term congested district is
defined in the City of Saint Paul Legislative
Code.132.02 (41), except for purposes of load-
ing and junloading, within five feet of any
driveway or garage entrance or on the side of
an alley opposite any driveway or garage en-
trance within twenty (20) feet of said drive-
way or garage entrance and an ordinance pre-
scribing penalties for all violations of the
parking restrictions herein enacted. This is
an emergency ordinance-rendered necessary for
the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. No vehicle or any part of a vehicle
shall be parked in any alley outside the congested district,
as the term congested district is defined in the City of
Saint Paul Legislative Code 132.02 (41) except for the pur-
pose of loading and unloading, within five (5) feet of any
.driveway of garage entrance or on the side of -an alley oppo-
site any driveway or garage entrance within twenty (20) feet
of said driveway or garage.entrance.

Section 2. Any person, firm or corporation vio-
lating the provisions of Section 1 hereof shall be guilty of
• misdemeanor and upon conviction thereof may be punished by
• fine not to exceed One Hundred Dollars ($100) or by imprison-
ment not to exceed ninety.(90) days.
Section 3. This ordinance shall be a part of the
City of Saint Paul Legislative Code and shall be inserted in
the permanent edition of the same at the next revision there-
of becoming a subsection of Chapter 144.04 of the Saint Paul
Legislative Code.
Section 4. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preser-
vation of public peace, health and safety.
Section 5. This ordinance shall take effect and
be in force upon its passage and publication.
