Field investigation discloses that this area is developed predominantly with single and two - family residences. Dalglish Commissioner of Finance City Hall Saint Paul 2, Minnesota Dear Mr. Dalglish: Re: File 15909 Reference is made to notice of public hearing scheduled for 10 :00 a.m. on March 14, 1962, in the City Council Chamber, on the advisability of amending the zoning code by changing the East 100 feet of Lots 8 9 and 10, Block 141 West St. Paul Proper, from Class�Br Residential to Class "C" Residential. My residence at 673 South Robert Street is located at the northwest corner of Robert and Morton Streets. I wish to protest rezoning of the property involved and to render invalid my consent given at an earlier date on a form of petition. I was approached with the petition a short time after my mother died in August. At that time my plans were very indefinite and I signed the petition on the assurance that none of the adjoining property ozmers had objected to the proposed apartment building. Upon reflection, I am very much opposed to the rezoning because of the effect such a change would have-on the value of my property. I am further influenced in my decision by the problem posed to motorists, during the winter months, in their attempt to proceed west on Morton Street from Robert. After every snowfall, and for weeks after, we go to sleep to the spinning of wheels. By fray of explanation, Morton does not continue through Robert at this point; there is no continuation east from Robert. Apparently, in reducing speed to turn off Robert and proceed west on Morton, the cars are unable to make the hill. After proceeding about half block or less, the cars spin out of control and slide into the gutter or the driver backs the automobile dozm to Robert and proceeds to a different cross street. If Morton Street were used to accommodate the auto- mobiles of visitors to the apartment, I believe it would present a real problem and possibly a liability to the City of Saint Paul unless the street were leveled to some degree. Likewise, if the driveway approach to the apartment building entered from Morton Street, it would be a source of annoyance and hazard to the occupants of the proposed apartment.
