PRESENTED BYi ORDINANCE NO. , AN ORDINANCE AMENDING ZONING CODE, CHAPTER 64 OF THE.SAINT PAUL.LEGISLATIVE CODE AND . PROVIDING.FOR LIMITATIONS,AND EXTENSIONS OF SAME.IN REGARD TO CERTAIN SPECIAL PERMITS _ GRANTED UPON APPEALS UNDER THE ZONING CODE. THIS. IS AN EMERGENCY ORDINANCE RENDERED . NECESSARY FOR THE PRESERVATION OF THE PUBLIC, PEACE, HEALTH, AND SAFETY.. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Zoning Code, Chapter 64 of the Saint Paul Legislative,Code, as amended, be and the same hereby is further amended iln the following particulars, to -wit: That paragraph (p) of Section 6+.03 of said Chapter 64 of said Saint Paul Legislative Code be and the said paragraph (p) heeby is amended to read as follows: 0 02 CL "That any subsisting permit heretofore granted and any permit hereafter granted, upon any such appeal, by any such resolution of the Council providing for`any such variation of the pro= visions of the Zoning Code and authorizing the construction, maintenance and use of any building or structure in any district or districts -shall lapse unless the subject building or structure shall be substantially constructed and completed within the �x period of three (3) years next after the official -publication of the _applicable .Caud,&A _ Resolution; - or within such additional periodN_as the_, .Council may by Resolution allow therefor, That the Council while any such permit shall subsist may by its Resolution extend the time for the construction and completion of the subject building or structure provided that such time shall not be extended beyond the period of five (5) years next after the official publication of the original Resolution of the Council granting such permit." Sec. 2. This ordinance is hereby declared to be an emergency ordinance.rendered necessary for the preservation of the public peace, health, and safety. Sec. 3. This ordinance shall take effect and be in force upon its passage, approval, and publication.
