THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH, AND SAFETY. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60 to 649 inclusive, of the Saint Paul Legislative Code, pertain- ing to Use Districts, Height Districts, and Rezoning of certain properties in the City of Saint Paul, as amended, be and the same is hereby further amended so as to rezone the following described property from "B" Residence District to Commercial District, to -wit: Lots 7 and 8. Block 4, Alabama Addition No. 2, St. Paul, Minn., according to the plat thereof on file and of record in the office of the Register of Deeds in and for Ramsey County, Minnesota, being located at the northeast corner of Atwater and Farrington Streets. Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preserva- tion of the public peace, health and safety. Section-3. This ordinance shall take effect and be in force upon its passage, approval and publication. O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of Leo Zaren to rezone from IIBIs residence to commercial property located at the northeast corner of Atwater and Farrington Streets which is described as Lots 7 and 8, Block 4, Alabama Addition # 2. On July 29, 1963, the Commissioner of Finance reported the petition sufficient with the owners of 11 of a possible 16 (68.75 %) tracts of land within the prescribed 100 foot radius having signed the petition. The subject property is vacant and has a frontage of 77 feet on At- water Street which results in an area of approximately 9,607 square feet. To the north, east and west are single and two - family residences which front on either Atwater or Topping Street; south and across Atwater Street is vacant land now classified in the light industry district. The Board of Zoning considered this matter at their regular meeting on August 1, 1963 and it is its opinion that a one -story commercial building for a camera shop as proposed by the petitioner would be a proper use for this corner in view of the light industry zoning to the south across Atwater Street, and the existing commercial uses farther to the west in the next block.
