Section 1. '

Section Z.
This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
Section 8.
Th,ks ordinance shall take effect and be in force upon its passage,
approval and publication.
Section 9.
This ordinance is to be in effect upon erection of proper signing
and traffic control measures.
