pear Tom:
1 am writing in regard to the "dna Time Boost To Neighborhood Investment" funds of
which Councilmember Joe Collins has tecommended an allocation ot S5,000.00 to the
Oistr(ct 6 Planning Councii.
We propose to use the funds in the foifowing areas:
➢ To install a water shut-off meter in Wayzata Park which will provide a water
! source to protect an investment of over 51D,000.00 in landscaping which was
completed in 1997.
➢ Instai(ation of a 100 watt Wallpack light witfi a sensor to turn on at dust and oN at
dawn to light the walkways at Wayzata Park
The development of Wayzata Park transformed a dark area that was haven to drug
deafers into a beautiful park that is enjoyed by area residents. This was a community
bui{ding project and '+ncluded seniors, youth, people with disabilities, neighborhood
organlzations, a master gardener, and the Boy Scouts. Hundreds of plants and flowers
were pianted, new sod insta{led, and beautiful wishing well build with mosaic tile inserts
that reflect the 4 seasons.
➢ The rest af the money wi(I ba used by the N.E.T. (North End Teen) group on
neighborhood beautification projects throughout our community. it will inciude
the planting o( trees and plants ihat wiil camplimsnt the streetscape work being
done by N,E.A.R.
Tom, if you need any additionai information, pfease give me a call at 488-4485.

MEMORANDUM
December 23, 1997
TO: •Tom Harrens, PED - Northwest Team ///
EROM: Joe Collins, City Council - Ward 5
Re: Recommendation to use $75,00 of t One Time Boost
to Neighborhood Investment funds for Ward 5.
As I had previously mentioned to you, I am requesting that $75,000
be allocated to the £ollowing projects:
I am recommending allocating $65,000 to North End Area
Revitalization, Inc. (NEAR). Based upon past history, I
strongly believe that NEAR can implement this program.
Please contact Kris Danielson at 488-1039 to execute the
necessary contracts.

2. T am recoaunending allocating $5,000 to Black Bear
Crossing project. As you may know, David Glass, the owner
of Black Bear Crossing, has executed an agreement with
PED. Furthermore, I am recommending that Mr. Glass has
already made his match by extensively developing the
deck and parking lot of Black Bear Crossing. Mr. Glass
has worked extensively with Pam Wheelock and Sean
Kershaw. To execute any contracts, please contact Sean
Kershaw at 266-6594 for more details.
3. I am recommending allocating $5,000 to District 6. For
your information, District 6 has sponsored the North End
Youth Development Center. Under District 6 aegis, the
North Teens and neighhorhood members developed a
community garden on Wayzata Street. This $5,900
allocation will be used for a water shut-off ineter which
will provide water to the more than $10,000 investment of
landscape. I am also recommending that District 6 has
already made its match by developing this community
garden on a City public right-of-way. To execute the
contracts, please call Kathy Cole, District 6 Community
Council at 488-4485.
I appreciate all your time and effort.shown to this request. If I
can provide more information, please call me at 266-8650
