An ordinance amending the Zoning Code,
Chapters 60 to 64, inclusive,pof the Saint
Paul Legislative Code, pertaining to Use
Districts, Height Districts and Rezoning of
certain properties in the City of Saint,
Paul, as amended. This is an emergency ordinance
rendered necessary for the preservation of the
public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive of the Saint Paul Legislative Code, pertaining to
Use DistrIcts, Height Districts, and Rezoning of certain pro-
perties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
cribed property from "A" Residence District to "B" Residence
District, to -wit:
"Lot 13 and all of Lot 14 except the east 15 feet
,thereof, Block 10, Tuttlets Rearrangement of blocks
10 11, 13,-and part of block 4 Jackson and Bidwell's
adLtion to West St. Paul;"
a
situate on property located on the south side of Belvidere
Street between Hall and Stryker Avenues in the City of Saint Paul.
See. 2. This ordinance is hereby declared to be
an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.
Sec. 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

Dear Sir:
This is in the matter of the petition of Oliver Anderson to rezone from
"A" residence to "Bt1 residence district property located on the south
side of Belvidere Street between Hall 'and Stryker Avenues which is de-
scribed as Lot 13 and all of Lot-14 except the east 15 feet thereof,
Block 10, Tuttle's Rearr. of Blocks 10, 11, 13 and part of klock 4,
Jackson4& Bidwell'sSM,to West St. Paul.
On November 16,, 1964, the Commissioner of Finance reported the petition
sufficient with the owners of 15 of a possible 18 (83:33,) tracts of
land within the prescribed,100 foot - radius having signed the petition.
The property is presently developed with a two - family residence which
now meets the frontage and area requirements for a two - family use in
an "A" residence district. .It is proposed by the petitioner to sell
the easterly 10 feet of his property to the adjoining neighbor to the
east inasmuch as this 10 feet is at a lower elevation than the westerly
50 feet of the site and is consequently of no value to the owner. As
a result of this transfer, the subject propertywould become deficient
in both lot area and lot.'width for two - family use in an "A" residence
zone.

The Board of Zoning considered this petition at its regular meeting on
November 19, 1964. The staff reported that the properties adjoining
on the west are zoned "B" residence, and this proposal would, in effect,
result in an extension of the • "B" residence zoning in this block, and
also be in accord with the Comprehensive Land Use Plan for this area.
Taking this into consideration, the Board of Zoning recommended that
the petition to rezone the above deecribed property to a "B" residence
district be granted.
