An Ordinance amending the Zoning Code,
Chapters 60 to 64 inclusive, of the Saint
Paul Legislative bode, pertaining to Use
Districts, Height Districts and Rezoning of
certain properties in the City of Saint Paul,
as amended. This is an emergency ordinance
rendered necessary for the preservation of the
public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of certain
properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from "All Residence District to Commercial
District, to -wit:
"Except the south 673 feet, the west 150 feet of
the east 1,087.32 feet of part of the southeast 1/4
south of the centerline of Highway(svbjeet to high-
way) in Section 34, Township 29, Range 22;11
situate on property located on the south side of Highway No. 12
between White Bear Avenue and Kennard Street in the City of
Saint Paul.
Section 2. This ordinance is hereby declared to be
an emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

A petition having been filed request-
ing that Chapters 60 to 64, Incl., St.
Paul Legislative Code, re Zoning, etc.,
be amended so as to rezone property
described as Except South 673 feet, the
,West 150 feet of East 1087.32 feet of part
of Southeast 24, South of centerline of
Highway (subject to Highway) in Sec-
tion 34, Township 29, Range 22, to
Commercial District, located on the
south side of Hudson Road between
White Bear and Kennard Avenues, the
Council of the City of Saint Paul has
fixed the 29th day of April, 1965, at ten
o'clock in the forenoon in the Council
Chamber in the City Hall of said City,
and at said time and place, the Council
will hear all persons and all objections
and recommendations relative to said
proposed amendment.

properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from "A" Residence District to Commercial
District, to wits
"Except the south 673 feet, the west 150 feet of
the east 1,087.32 feet of part of the southeast 1/4
south of the centerline of Highway(su�ject to high-
way) in Section 349 Township 29, Range 22 ;"
situate on property located on the south side of Highway No. 12
between White Bear Avenue and Kennard Street in the City of
Saint Paul.
Section 2. This ordinance is hereby declared to be
an emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

This is in the matter of the petition of Mrs. Tressa V. Hjelmgren to
rezone from "A" residence to commercial district property located on
the south side of Highway #'12 between White Bear Avenue and Kennard
Street which is described as except the south 673 feet, the west 150
feet of the east 1,087.32 feet of part of the SEi, south of the CL
of Highway (subject to highway) in Sec. 34, T. 29, R. 22.
On March 25, 1965, the Commissioner of Finance reported the petition
sufficient with the owners of 4 of a possible 5 (80%D) tracts of land
within the prescribed 100 foot radius having signed the petition. The
site is now vacant and is proposed to be developed with a commercial
building which will'be used.in part as a gift shop and the remaining
part for residence purposes.
The Board of Zoning considered this matter at its regular meeting on
April 1, 1965. The staff reported that the properties to the east
and west adjoining the subject property are now developed commercially,
and that the Comprehensive Plan- indicates the highest and best use for -
the subject property and properties along the south service road be-
tween Kennard Street and White Bear Avenue would be for commercial
purposes.
In consideration of these findings, the Board of Zoning recommends
the granting of the petition to rezone the above described property
to a commercial district.
