An Ordinance amending the Zoning Code, Chapters
60 to 64, inclusive, of the Saint Paul Legislative
Code, pertaining to Use Districts, Height Districts- -
and Rezoning of certain properties in the City of
Saint Paul, as amended. This is an emergency ordinance
rendered necessary for the preservation of the public
peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64 inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts,
Height Districts, and Rezoning of certain properties in the City
of Saint Paul, as amended, be and the same is hereby further
amended so as to rezone the following described property from
"C" residence District to" "Commercial ", to wit:
That part of Block 3, Randall's Addition to Saint
Paul described as follows: Beginning at a point on
the East line of said Block 3, Randall's Addition to
Saint Paul, 183 ft. North of the Southeast corner of
said Block 3, thence west at right angles a distance
of 164 ft., thence Northwesterly at an angle of 90 degrees
to Northwesterly line of-said Block 3, thence Northeasterly
along said line to the intersection of the south line
of University Ave., thence along the South line of
University Ave. to intersection of Southwesterly line
of Jackson St., thence along Southwesterly line of
Jackson St. to place of beginning, EXCEPT, that part
of Block 3, Randall's Addition to Saint Paul, bounded
by the following described lines: Beginning at a point
on the Southwesterl line of Jackson St. 183 ft. North-

Dear Sir:
This is written in reply to the petition of Leslie M. Nelson to re-
zone from "C" residence to commercial property located at the south-
west corner of Jackson Street and University Avenue. The legal
description of the property is attached.
In a letter dated October 6, 1965, the Commissioner of Finance
reported the petition sufficient with the owners of 8 of a possible
9 (89 %) tracts of land within the prescribed 100 foot radius having
signed the petition. The property is an irregularly shaped tract
with a curvilinear frontage on University Avenue and Jackson Street
and an area of approximately 17,321 square feet.
At the October 21, 1965 Board of Zoning Meeting, the staff reported
that the adjacent land uses are as follows: north across University
Avenue is the Travelodge Motel; to the east is the Saint Paul Ramsey
County Hospital; south is the Vocational High School and parking lot;
west and adjoining is the I.B.M. office and parking lot. The pro-
perty to the west is zoned commercial and the property to the south
which is the site of the Vocational High School•is zoned "C" resi-
dence. The Comprehensive Plan indicates the highest and best. use of
this property is for commercial development.
Based upon the existing zoning and land uses in the immediate area
and the Comprehensive Plan, the Board of Zoning recommends that the
petition to rezone the above described property be approved.
