226327Orlainal"to City ark r ORDINANCE 22632. " COUNCIL FILE NO. PRESENTED BY ORDINANCE NO. An Ordinance amending Chapter 152 of the Saint Paul Legislative Code per- taining to Taxicabs. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Section 152.06 of the Saint Paul Legislative Code be,and the same is hereby amended by deleting the first paragraph there- from and inserting in lieu and in place thereof the followings "No such license shall be issued for the operation ,of any public vehicle on any public street or highway in said City until the applicant•shall obtain a policy of liability insurance in an insxurance company authorized to do business under the laws of the State of Minnesota, or a personal bond with at least two sureties, or a surety company bond. The liability or indemnity insur- ance or bond for each auto -car or taxicab carrying passen- gers,, as in this Chapter specified, shall be in the sum of at least Twenty -five Thousand Dollars ($25,000.00) because of bodily injury to or death of one person in any one accident, and subject to said limit for one per- son, to a limit of not less than Fifty Thousand Dollars,- ($50,000.00) because of bodily injury td or death of two or more persons in any one accident, and in the sum of at least Five Thousand Dollars ($5,000.00 against-loss for damage to the property.of any person or persons in any one accident, resulting.fromthe negli- gent operation, use or defective condition of any auto - car or taxicab; such policy or bond to be in such form as to provide for the payment of any judgment obtained against the insured therein to the extent of the liabil- ity therein provided, by any person injured by reason of arVact of the owner, driver, chauffeur, manager or other persons in the operation of such vehicle, and for the payment of any judgment obtained against the insured therein by the injured person or the representative of any person killed by such act. Such policy or bond shall have a condition that it cannot be cancelled after a loss has occurred under the policy which will affect the com- pany's responsibility therefor under this chapter; and in case of any cancellation, the license shall automatic- ally become inoperative and void, unless another policy or bond is forthwith issued, approved and filed in lieu of such cancelled policy or bond. .,� �, Yeas Councilmen 01". Section 6. That Section 152.35 of the Saint Paul Legislative Code be and the same is hereby amended by inserting in lieu and in place there- of the following: "152.35. The applicant for driver's license shall, before being issued said license, pay a license fee of Three Dollars ($3.00)." Section 7. That Section 152.38 of the Saint Paul Legislative Code be and the same is hereby amended by inserting in lieu and in place there- of the following: "152.38. Driver's licenses shall be issued or re- newed as of June lst of each and every year, and shall expire May 31st next succeeding. The Chief of Police may cause the renewal of a driver's license from year to year by appropriate endorsement of said Chief of Police upon the application for renewal and payment of an annual fee of Three Dollars ($3.00). The driver in applying for a renewal of his license shall make such application upon a form to be furnished by the License Inspector, entitled "Application for Renewal of Driver's License," which shall be filled out with the full name and address of applicant, together with a statement of the date upon which his original license was granted and the number thereon. Persons who have been issued licenses prior to the passage of this ordinance shall not be required to make out original application at the beginning of next license period after the passage of this ordinance, but such licenses may be renewed as if issued hereunder." Section 8. This ordinance shall take effect and be in force thirty (30) days after its passage, approval and publication. I That Section 152.32(4) of the Saint Paul Legislative Code be and the same is hereby amended by inserting in lieu and in place thereof the following: "(4) must be a resident of the County of Ramsey, or of any county contiNguous to Ramsey County, and either be a registered voter at his place of residence or furnish proof that he is lawfully entitled to vote at his place of residence." Section 3. That Section 152.32(7) of the Saint Paul Legislative Code be and the same is hereby amended by inserting in lieu and in place thereof the following: "(7) must be neat and clean in dress and person, clean shaven and not addicted to the use of intoxicating liquor or drugs." Section 4. That Section 152.32(8) of the Saint Paul Legislative Code be and the same is hereby amended by deleting the second paragraph therefrom and inserting in lieu and in place thereof the following: "Provided, however, that a temporary license may be issued pending such investigation not to exceed 20 days. No license shall be issued to any person under the provi- sions of this Chapter who has ever been convicted of a felony; provided, however, that any applicant for license under the provisions of this Chapter who has been convicted of a felony five years or more prior to the filing by him of an application for license may be granted a license by the City Council after a hearing, at which hearing all facts and circumstances relative to such conviction shall be presented, and upon the report and recommendation of the Police Department as to the character and conduct of such applicant subsequent to such conviction. Following the granting of such annual license by the City Council for three consecutive years subsequent to such five year period and with the City Council's full knowledge of the facts, the further renewal of such license may be made in the same manner as other Taxi Driver's Licenses are renewed, notwithstanding such conviction.
