ADMINISTRATIVE QRDER,
WHEREAS, the City has adopted Chapter 84 of the Saint Paul Administrative
Code creating the Vendor Outreach Program to encourage participation of women-
owned, minority-owned, and economicaily disadvantaged small businesses (WBEs,
MBEs, and EDBs) in the public contracting process; and
WHEREAS, as part of the implementation process for Chapter 84, an ad hoc
Business Assistance Task Force has recommended that the City assist WBEs, MBEs,
and EDBs in networking with representatives in the banking and bonding industries and
providers of technicai assistance to small businesses; and
WHEREAS, VOP staff have developed a plan for a"Business Exchange"
breakfast series in response to this request; now, therefore be it
RESOLVED, that the Division ot Contract and Analysis 5ervices is authorized to
• spend up to $2,000 to cover the costs for implementing the Business Exchange during
1998, inciuding but not limited to room rentai cost, food costs for speakers and staff,
printing, and promotion of the series.

An ad hoc advisory group recommended that the City assist vendors in networking with
representatives of the banking and bonding community. This is a low cost way to respond
to this receommendation and fulfils goals eseablished in Chapter 84--the Vendor Outreach
Program.
Funds are available within budget, but this resolution provides an appropriate statement
of the public purpose to be accomplished in expending the funds for this activity.
This specific acCivity was not contemplated at the time the budge[ was put together.
