Legislative Code, pertaining to Use Districts,

This is an emergency ordinance rendered necessary
for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code,0hapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of certain pro-
perties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
cribed property from "A" Residence District to "C" Residence
District, to -wit:
Lots 1, 2, 3 and 4, Blo�k 1, Chelsea Heights;
situate on property located at t1le southeast corner of
Larpenteur Avenue and Fernwood 'Street in the City of Saint Paul.
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be in
force upon its passage, approval and publication.

This is written in response to the Petition of Richard J. Coverdale
to rezone from "A" Residence to "C" Residence property located on
the southeast corner of Larpenteur Avenue and Fernwood Street,
described as Lots 1, 2, 3, 4, Block 1, Chelsea Heights.
This matter was considered at the May 5, 1966 Board of Zoning
meeting. The property has 124 feet of frontage along Larpenteur
Avenue and 160 feet of frontage along Fernwood Street with an area
of 19,968 square feet. The area zoning is as follows: East, and
adjoining, a large "C" Residence district; South and West, "A"
Residence; North across Larpenteur Avenue in Roseville, Commercial.
The area land use is as follows: North across Larpenteur Avenue in
Roseville, a shopping center; East, a large apartment development;
South, single - family; West, single - family and farther West, a large
undeveloped piece of land. The Comprehensive Plan recommends R -6
multiple family dwellings for the property and for the surrounding
area.
It was the findings of the Board that it would be reasonable to
rezone the property in order to expand the "C" Zoning and use of
the area to the east to the subject property, and since such expan-
sion would be in accord with the recommendations of the Comprehen-
sive Plan. Therefore, the Board recommends approval of the Petition
to rezone to "C" Residence.
