An ordinance granting permission to John E. Blomquist Inc., 712 Northwestern Bank
Building, to install a 3,000 gallon capacity oil tank under the sidewalk on the westerly
side of W. Kellogg Blvd. at a distance of 21 feet northerly of the north line of W. 7th.
St. and extending a distance of 32 feet northerly therefrom.
The Council of the City of Saint Paul Does Ordain:
SECTION 1
That upon compliance with the conditions hereinafter set out, the Commissioner of
Public Works is authorized to issue a permit to John E. Blomquist Inc, to install a
3,000 gallon capacity oil tank under the sidewalk on the westerly side of W. Kellogg Blvd.
at a distance of 21 feet northerly of the north line of W. 7th. St. and extending a
distance of 32 feet northerly therefrom. The conditions are as follows:
1. Thi said Permittee and its successors and assigns shall fully indemnify the City
of Saint Paul against all liability on account of all causes, suits and judgments and on
account of all claims of whatever nature for injury to person and /or property arising out
of or connected with the aforesaid undertaking and that supplemental to all other
obligations, on their part jointly and /or severally, hereunder, said Permittee and its
successors and assigns shall furnish and maintain and pay all premiums and other expenses
for Casualty Insurance Coverage, in a duly licensed Casualty Insurance Company, to the
extent of $300,000.00 for injury to any person and /or persons in any single accident and
to the extent of $50,000.00 for injury to property in any single accident, indemnifying
the City of Saint Paul against liability on account of all claims of third persons for
injury to person and /or property arising from or connected with this undertaking, and; from
time to time, to furnish competent evidence of said coverage, in a form to be approved by
.the Corporation Counsel, to the Office Engineer of the Department of Public Works.
2. The said Permittee shall forthwith furnish and deliver unto the City of Saint
Paul a surety bond in the penal sum of $10,000.00, made and executed by said Permittee
and its successors and assigns, as principals, and a corporate surety company duly
authorized to transact business in the State of Minnesota., as surety, to and in.Eavor
of the City of Saint Paul, as obligee, conditioned that said Permittee and its successors
and assigns shall indemnify and hold harmless said City of Saint Paul against all expense
and liability on account of all claims, suits and Audgments arising out of or connected
with this undertaking, and to be further conditioF� upon proper compliance with the
requirements of this ordinance, and, specifically, compliance with the requirements of
proper restoration of site. The term of said bond shall coincide with the term of the
permit granted hereunder.
3. Permittee shall file plans and specifications for said tank with the Commissioner
of Public Works, which shall be satisfactory to the Chief Engineer of the Department of
Public Works, and said tank shall be installed as he shall direct. Permittee shall pay
the cost of inspection.
4. This permit may be revoked by the Council at any time, and thereupon Permittee
shall remove said tank.

5. Permittee shall pay the cost of the publication
of this or'dinance.
6. Permittee shall, within ten cbjs after the publica-
tion of this ordinance, file a written acceptance thereof with
the City Clerk.
7. The installation of said tank shall be subject
to the approval of the Fire Prevention Bureau and other City
departments concerned with such installations.
SECTION 2
This ordinance shall take effect and be in force
thirty (30) days from and after its passage, approval and
publication.

Under the Rules, temporary and emergency employees may be paid on a
bi- weekly basis or on an hourly basis. Since temporary and emergency
employees are not entitledsto holidays, vacation and sick leave, it does not
seem fair that they should at any time be paid on a bi- weekly basis.
This amendment provides that all temporary and emergency employees
shall be paid on an hourly basis under whiyh they are given an extra 10
.toxpi�y for such holidays, vacation and sick leave to which they are not
otherwise entitled.
