New duplexes or two family dwellings shall have a minimum of three wire 150 ampere service and shall have circuits at least equivalent to those provided for single family dwellings. e. Service for existing residential units shall be governed by the same regulations as new residential units, � except when a calculation of the actual loads would indicate lesser requirements and when specifically approved by the Bureau, service of ,a smaller size may be installed. When the service to a building consists of 30 ampere 110 _ volt service, no new c�ircuits shall be added under any circumstances. If ad�.itional circuits are required, new adequate� service shal7, be installed. f. ' The elect'rical continuity of the grounding circuit shall be assured by attaching to the water line on the street side of the meter or to the casing side of the pump on a driven well. Where this is impractical or impossible, connection may be made to the water piping system and such system shall be made electrically eontinuous by bonding the meter valve, service union, pump etc, which are liable to be disconnected. Alternate methods of grounding must be approved by the Bureau if the above methods cannot be used. Grounding conductors shall be mechanically protected where exposed. General Space Heating Requirements a. Design Temperature - All living quarters and habitable spaces shall have heating facilities installed so as to provide inside temperature of at least 70° F. when the outside temperature is -20° F. Basements, storage areas, utility rooms or any other normally unheated space in which water - piping, plumbing fixtures or other equipment subject to damage from freezing is located, shall include in heat loss calculation and shall be provided with heat so as to prevent such damage. b. Heat loss shall be determined on an individual room basis and the total heat loss for the building shall be the sum of the individual heat losses of all rooms and spaces. Where the primary source of heat for a building is ' electrical, the heating facilities shall be designed to have sufficient capacity to provide the heating required.
