lishing No Parking Zones , pursuant
to Chapter 145 of the Saint Paul
Legislative Code. � ,
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1. That Ordinance No. 13542, Council File No.
. 23156g, approved January 31, 1967, be amended by deletin.g Section
8 thereof and substituting the following in lieu and in place
thereof:
Sec. 8 LOADING EXCEPTION. Notwith—
• standing the provisions of Sections 5 and
6, vehicles bearing commercial license '
plates may, during morning hours banned,
where signs indicate trucks are exempt
8:00 a.m. to 9:00 a.m. , but not during
• afternoon hours banned, stop in prohibited �
areas when necessary for the immediate
. purpose of loading or unloading, but only
for such period of time as is r.easonably
� necessary for such purpose. . �
� Section 2. That Ordinance No. 13542, Coun.cil File No.
231569, approved January 31, 1g67� is hereby amended by deleting
Section 9 thereof and substituting the following in lieu and in
place thereof:. f %
Sec. 9 HOLIDAY EXCEPTIONS. The •
� parking ban provided by Section 5 shall
� not apply on Saturdays, Sundays,! nor the
following listed holidays: New �Year' s �•
Day, Memorial Day, Indepen.dence Day, Labor
Day, Thanksgiving an.d Christmas.
Section 3. This ordinance shall not be printed as part
of the Saint Paul Legislative Code but shall be incorporated therein
by reference
- Section 4. This ordinance shall take effect and be in
force thirty (30) days from and after its passage, approval and
publication.

Dear Commissioner Peterson:
The attached ordinance covers two changes proposed in parking regu-
lations as approved by the Traffic Committee at the recommendation of
our bureau sometime ago. 1 I •

The first change involves the truck unloading` operation in morning
rush hour zones throughout the city. The cur�rent 'regulation allows load-
ing exceptions in morning rush hour zones where so' indicated by signs in
the morning rush hour. However, actual habits show no particular differ-
ence between the prohibited unloading areas and the permissible unload-
ing areas. After several meetings with many of the trucking industries
and the Chamber of Commerce� it was recommended that no exceptions be
made from 7:00 to 8:00 A.M. and all morning rush hour zones be exe.mpt
from 8:00 to 9:00 A.M. where signed. These regulations would occur pri-
marily in the downtown area. �
The second change involves eliminating the morning rush hour on
Saturdays.

before the Council if you feel it is necessary.
