THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l. That the Zoning Code, Chapters 60 to �64,
inclusive, of the Saint Paul Legislative Code, pertaining� to� Use
Districts , Height Districts, and Rezoning of certain properties
in the City of Saint Paul, as amended, be and the same is hereby �
further amended so as to rezone the following described property
from "A" Residence District to "C" Residence District, to—wit: .
Lots 4 through 12, Block 7, Idaho
Addition;
situate on property located on the south side of Idaho Avenue
between Cumberland and Arundel-Streets in the City of Saint Paul.

This is in regard to the petition of John E. Regenold to rezone from
'rA" Residence to "C" Residence property located on the south side of Idaho
Avenue between Cumberland and Arunde�l Streets. T'his property is further
described as Lots 4 thru 12, Block �7., Idaho Addition. The petitioner
proposes to develop the site with apartments (approximately 44 apartment
units would be allowed on this site).
This matter was considered by the Board of Zoning at a public hearing
held on June.6, 1968. The Commissioner of, Finance has declared the
petition sufficien-k with the owners of 20 of a possible 22 (91%) of properties
located withi.n 100� having signed the petition. The staff reported that
existing area zoning consists of primarily "A" Residence. However, there is
-a large tract zoned "C" Residence to the northeast of the property in question.
Existing development consists of a large apartment development to the north-
. east, scattered si.ngle family homes to the north and west, a cemetary further
to the west and south, and single fami.ly homes to the southeast on a bluff
which is much higher than the site in question. The Comprehensive Plan �
recammends this property be developed with medium density apartment use with
steep slope conservation acquisition on the slopes to the south.=and east.
It was the findings of the Board that recent development in the area has
been high density multiple family in nature. The property is located in a
pocket in the terrain adjacent to a steep slope which rises sharply to the
south and east. The proposed use would be compatible with most of the existing
uses in the area.
Therefore, the Board of Zoning recommends approval of this rezoning from
"A" Residence to "C" Residence.
