THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l. That the Zoning Code, Chapters ,60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to Use
Districts, Height Districts and Rezoning of certain properties in
the City of Saint Paul, as amended, be and the same is hereby
further amended so as to rezone the following described property
from "A" Residence District to "C" Residence District, to—wit:
Lots g to 22 inclusive and the
west 32 feet of Lots 8 and 23,
Block l, L. T. Lawton' s Subdivi—
sion of Lot No. 8 of Kerwins
Outlots; ,
situate on property located on the east side of Flandrau Street
between Idaho and -Iowa l�venues in the City of Saint Paul. 9
� ' Section 2. This ordinance shall take effect and be in
force thirty (30) days from and after its passage, approval and
publication.

B. HISTORY: The City Council on 12/16/65 denied an appeal to construct apartments for
more than � families on this site under 6R.03 1 (2). The Planning Board in
1966 suggested alternate sites for 4 sites selected by the H � R ALthority
' for housing �or the eld�rly. This site was designated Alternate Site E housing
for the elde�3y. No action was taken at that time. At the Planning Board
meeting on January 26, 1968, the sits��Alt E�was unanimously approved.
C. PROPOSED USE: This site and adjoining properties to be used for 14 story, 148-unit
' high rise for the elderly. (�f� �
D. FROYTAGE IN AREA: 311' along Iowa and Idaho Avenues and 268' along Flandrau
Street with an arsa of 83,348 square feet.
. - E. AREA ZONING: The area is zoned "A" Residsnce with the exception of the White
Bear Avenue frontage which is zoned Commercial and one plot to the south
is zoned "C" Residence.
F. COMPREHENSIVE PLAN: The Comprehensivs Plan r�commends the White Bear Av�nue
frontage bm d�veloped Commercially and this site and surrounding areas be
classified R-4.
G. SITE CONDITIOI�: Vacant, level and at street grades. No sidewalk or curbs.
H. AREA CONDITIONS: The White Bsar Avenue frontage is developed Commercially.Gn the
south side of Iowa Avenue is one 11-unit apartment and a professional building.

This is in'regards to the petition. of Frederick S. Herring to rezone
from "A" Residence to "C" Residence property located on the east side of
Flandrau between Idaho and Iowa Streets. This property is further�r3
described as Lots 9 to 22 inclusive and the west 32' of Lots 8 and 23, Block 1,
L. T. La.wton's Subdivision of Lot B,.Kerwin's Outlots. The petitioner proposes
�o sell the'suliject propert.y along with.addi.tional property,to the east to the
Housing and Redevelopment •Authority of. St. 'Paul'for, des�lopment of a 14 story,
148 unit public high-rise- building for the elderl'•y. At the time of the
. _ Zonirig Board meeting, the�Housing Authority had obtained a purchase option
for this property. �
This matter.was considered by the Board of Zoning at a public hearing
held on March 21, 1968. �� The staff reported that the petition had been
declared sufficient with the owners of 20 of a possible 29 (68.96�) tracts
within�the preseribed 100' having signed the petition. Existing area zoning
consi5�s of."A" Residence with the exception of White Bear Avenue frontage
t which is. zoned Commercial and one site to the south which is zoned "C"
Residence. Existing area'development consists of c�mmercial on the White
Bear Avenue frontage, one 11-unit apartment building and professional building
on the south side of Iowa Avenue, and single-family residences for the
remainder of the area. The Comprehensive Plan recommends the White Bear
Avenue frontage to be developed �commercially and the surrounding areas to be
developed .as R-4 (low to medium density r.esidential development).
T�ao area residents appeared at the public, hearing .in opposition to the
rezoning. They stated that there was already an acute traffic problem in the
general area and that the proposed development would compound this problem.
They also objected to a high rise structure being located in proximity
to the single family structures.
It was the findings of the Board that the development will have a low
percent of lot coverage (approximately 8$) and that Housing Authority plans
indicate that parking will be oriented towards White Bear Avenue. The
westerly 1/2 of the site will be put, to recreational use and left open. The
City Planning Board approved the site for public housing on January 26, 1968.

Therefore, the Board of Zoning concluded that a development as proposed
would not be detrimental to the area and recommended approval of the petition
to rezone from..l'A" Residence to "C" Residence.

In the letter froin the Board of Zoning relative to the above petition,
in making the recommendation for approval of the petition, the follow-
ing provision was inadvertantly omitted:
"Provided that additional adequate traffic controls are set
up on White Bear Avenue at Idaho Avenue and Iowa Avenue,
and other traffic controls are created as needed in the
area."
The above paragraph should become a part of the Board of Zoning's
recommendation.

Dear Commissioner Peterson:
At the Council session on Thursday, April 11 , 1968, a request to
rezone property from "A" Residence to "C" Residence along the east side
Flandrau between Idaho and lowa will be discussed. Attached is a copy
of a letter to me from Noland Heiden concerning the Board of Zoning
action on this matter at their Public Hearing held March 21st.
I wish to advise you that the recommendation of the Traffic Bureau,
without the benefit of seeing the proposed parking lots or other de-
tailed studies in the area, is to install a signal at Hoyt and White
Bear Ave, which is one block south of lowa. Hoyt is equidistant between
existing signals along 4lhite Bear at Arlington and Larpenteur, and would
provide an excellent interconnected'signal system along White Bear. We
feel it would also serve many of the shopping trips as well as residen-
tial vehicle trips entering 4lhite Bear Ave, in this vicinity.
