i Whereas, the Saint Paul Police Department is seeking to pay one night lodging, meals, and mileage for
2 Margaret McAbee (non-city empioyees) to attend the Nationai Conference of Police Chaplains in
3 Duluth, Minnesota on July 16-17,1997, and

5 Whereas, the purpose of this conference is to offer training, direction and counseling for their unique
6 role as police chaplains and will enable them to learn new ideas, update their certification, and share
7 experiences with other chaplains from around the country, and
8
9 Whereas, Margaret, along with Lt. Joe Corcoran will be presenfing the St. Paul Police Department
10 Victim Intervention Program, and
11
12 Whereas, this conference will help them to better prepare themseives to provide the services that they
13 give to the Saint Paul Police Department on a volunteer basis, and

Over the week of July 14-18, 1997, the National Gonference of Police Chaplains is hosting a
National Conference in Duluth, MN. The police chaplains are volunteer5 who donate several
hundred hours to the department, and this conference is designed to educate and network the
chaplains with their peers for across the nation. Margaret McAbee and Lt. Corcoran are
attending and presenting the St. Paul Police Department's VIP (Victim Intervention
Program) Program.
ANTAGESIFAPPROVEO�
e chaplains provide a wide variety of services from death notifications to crisis management,
conflict resolution, grief counseling, etc. for a wide variety of circumstances. Most of
these, in police chaplaincy, are in a totally separate environment from the normal clergy.
This conference will offer training, direction, and counseling for this role. It is much
different to counsel during a crisis than in the peace of one's parish office. Margaret's
Presentation of the Victim Intervention Paogram for Homicide Survivors wi11 greatly benefit
these volunteers
