THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning (3ode, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts and Rezoning of certain
properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from "A" Residence District to "C-1"
Residence District, to—wit:
Lots 3, 4 and 5, Block 2, Hudson Road
Gardens;
situate on property located at the northwest corner of Luella
Street and Wilson Avenue in the City of Saint Paul.

force thirty (30) days from and after its passage, approval
and publication.

Dear Sir:
This is written in re�ponse to the petition of William V. Go11a to re-
zone from "A" to "C-1" Residence property located on the northwest corner of
Luella Street and i�3ilson Avenue and further described as Lots 3, 4, and 5,
Bloc 2, Hudson Road Garden Addition.
This matter was considered at the April 3, 1969 Board of Zoning meeting.
The staff reported that the site, consisting of 105,646 square feet would
all a maximum of 62 units under "C-1" zoning, but that only the southerly
two thirds of the site is proposed to be developed at this time with a 41
uni building. The site adjoining to the saest was recently approved for a
sim'lar 42 unit development under "C-1" zoning. It was noted that the Com-
pre ensive Plan recommends low density residential development for this area.
The recent rezoning on the adjacent property, however, and the multiple-
fam'ly developments to the south suggest medium density use of this property.
It as also noted that because of the terrain features, it is probable the
ent're block, except for Conway Avenue frontage should be developed with inedium
den ity apartment-type uses. This area could serve as a transition a:rea
bet een the new freewaq and commercial development to the south and the single-
fam ly uses to the north.
A Mr. Robert Smithson, 437 Jayne, appearing in opposition indicated his
des re not to have apartments across from his home and noted the absence of
sig atures of home-owners on the p�tition. Mr. Reilly, representing the pe-
tit oner, stated that Mr. Smithson was the only hame-owner not signing the
pet tion and that because of the site topography, it would not be economically
fea ible to develop the property for single-family use.
After additional discussion it was tl� finding of the Board of Zoning
tha residential use of the property at"C-1" density would be appropriate
and therefore recommends by a unanimous vote that this petition to rezone
be ranted.
