" THE GOUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l. That Section 129.02 of the Saint Paul Legislative Code is hereby rescinded and the following inserted in lieu and in place thereof: "Section 129.02. The mayor and members of the city council shall serve on the city traffic committee as ex officio members without the power to vote. The city traffic engineer --- shall serve as the committee' s secretary; and the �■irs traffic superintendent, the city planning director, the corporation counsel and the chief investigator of the public utilities department shall be members of the city traffic committee. The mayor of the city of Saint Paul shall appoint, with the consent of the city council, at least fif�een (15) but �n.o� -more than twen.ty—one (21) citizens and�or representa— tives of organizations, none of whom shall be city employees, to serve on the city traffic committee. The terms of the citizen and�or representative members shall be three (3) years or until their successors are appointed. " 5eetion 2. That Section 129.03 of the Saint Paul Legislative Code is hereby rescinded and the '`�ollowin.g inserted in lieu and in place thereof: "Section 129.03. The city traffic committee shall have power to elect its own chairman and to make its own. rules for the conduct of its business. " Section 3. That Section 12g.04 of the Saint Paul Legislative Code is hereby rescinded and the following inserted in lieu and in place thereof: "Section 12g.04. Powers and Duties of Committee. " Section 4. That Section 129.09 of the Saint Paul Legislative Code is hereby rescinded an.d the following inserted in its place: "Section 129.09. Roadway Surface Markings. The city traffic engineer is authorized and directed to designate, maintain and prohibit, as far as practicable, by appropriate devices , marks or lines, upon the surface of street or roadway at intersections of streets and highways, pedestrian crosswalks where� in his judgment , there is particular dan.ger to pedestrians crossing such roadway, and at such other places as he may deem necessary and beneficial to tra�fic safety and control in the city. " Section 5. That Section 129. 13 of the Saint Paul Legislative Code is hereby rescin.ded and the following inserted in place thereof: "Section 129. 13• Loading Zones. The traffic coordinating unit is authorized and directed to determine an.d designate the location of on-street freight loading zones and, upon such determinations , the city traffic engineer is authorized to place and maintain appropriate signs and markings indicating the same and prohibiting parking thereat other than that permitted by said signs. 243�R�� � �. � �. � Page 3. "Commercial vehicles may park at spaces indicated by signs an.d curb and sidewalk markings as a loading zone for the purpose of loading or unloading only, but shall leave such space promptly upon completion of that operation and shall not park for more than thirty (30) minutes at any one time. " Section 6. That Section 12g. 16 of the Saint Paul Legislative Code is hereby rescinded and the followin.g inserted in place thereof: "Section 129. 16, subdivision a. Parking Limitations -- No Parking Areas. The traffic coordinating unit is hereby authorized to establish "No Parking Areas" , either full time or during certain prescribed hours and days, ' upon any public street or alley, or part or portion of such streets or alleys where, in the judgment of said unit , the elimination of parking may facilitate the movement of traffic, reduce traffic hazards, or eliminate a hindrance to traffic. Upon the establishment of such "No Parking Areas" , the city traffic engineer shall erect an.d thereafter maintain, as far as practicable, signs indicating that no parking is permitted as such signs may pres- cribe. Such "No Parking" designation shall take precedence over and shall supersede prior designations c3�- limited time zones. Whenever such areas involve State Trunk Highways, the permission of the highway department shall be secured prior to the erection of any such "No Parking" signs. "Subdivision b. The traffic coordinating unit is authorized to establish "Limited Time Parking Areas" upon any public street or alley, or part or portion of such streets or alleys, where, in the judgment of such unit, Oriafnal ta"City Clerk � � . r � . • � . 'Limited Time Parking Areas' are described as those areas within which parking of vehicles is limited to a prescribed length of time. " Section 7. That Section 129. 18 of the Saint Paul Legislative Code is hereby rescinded and the following inserted in place thereof: "Section 12g. 18. Stop Signs, ete. The traffic coordinating unit is authorized to deter— mine and to designate those intersections, or streets, or portions thereof, where traffic or hazardous conditions necessitate the erection of stop, yield or other regulatory and warning signs or devices , and the city traffic engineer is hereby authorized to erect appropriate signs to effectuate the determinations and designa-- tions of the traffic coordinating unit. " Section 8. That Chapter 129 of the Saint Paul Legislative Code is hereby further amended by adding the following thereto, which shall be designated as "Section 129. 21" : "Section 129. 21. Detours and Bypasses. The city traffic engineer is authorized to install all necessary signs, regulations and traffic control devices including but not limited to parking regulation.s, to provide proper temporary bypasses and detours. The �� traffic superintendent shall be noti— fied immediately when detours and bypasses requiring traffic control devices are installed. " Section 9. This ordinance shall take effeet and be in force thirty (30) days from and after its passage, approval and publication. This section eliminates the Public Safety Commis- � sioner as chairman and the speciflc appointment of the Comnissioner of • Public Works and the Commissioner of Public Utilities. It provides for the Mayor and Council as ex officio members. It increases the size of the memberahip to between fifteen and twenty-one non-city members. At the present time there is no specific number, and currently nine citizen , members are serving on the cortmittee. Section 129.03. This is basically self-explanatory. The inten- tion is that the committee will elect a chairman from among the citizen members. , Section 129.04. The only.change in this section is that the fol- lowing phrase has been added - "to establish definite policies on traf- . fic matters whenever possible."' The current Traffic Committee.members feel that more emphasis should.be placed on policy discussion and less on specific Traffic Committee matters. � � Section 129.09. The only change here is in the third line the words "and prohibit" heve been added. This is to cover crosswalks nor- . • mally included tiy ordinance that shoutd be eliminated. An example would be the east crosswalk across Kellogg and St. Peter. � Section 129.13. In the existing ordinance the following last sen- - � , tence has been removed - "The designation of loading zones shail take precedence over any existing parking control whether by ordinance or � other action." M�. Segal indicated this was not necessary� and this change was also strongly requested by the Police Department. The second paragraph is revised slightly in word- ing and includes the time limit of thirty minutes. Section 129.16. The second paragraph of this section eliminates the 150 ft. maximum distance, which can be authorized by the Traffic Co- � ordinating Unit. Since limited time parking regulations are rarely con- troversial and the requirement to pass an ordinance adds greatly to paper work and time of the Council, it seems un�ecessary to i�volve the Council with these decisions. , Section 129. 18. The o�ly change here is authorization of the Traf- fic Coordinating Unit to install Yield sig�s, as well as 8top and other - regulatory signs. • Section 129.21. We feel this will greatly streamline the operation� because of the tremendous nwnber of construction projects requirtng bypasses a�d detours. All othar sections in the ordinance remain unchanged.
