Gentlemen:
The Charter Cmmnissiun of the City of Saint Paul hereby
recomzaends to the City Council, pursuant to Ex. Sess. Laws 1967,
Chapter 33, the enactment of the attached ordinance in substantially
the same form as herein submitted amending Section 201.3 of the
Charter of the City of Saint Paul.

THE COUNCIL OP T�IE CITY Or SAINT PAUL DO�S ORDAIlVT: . �
Section 1. Pursuant to Minnesota Statutes 1967, Section �
410. 31 , and upon the reconunendation of the Charter Commission
of the City of Saint Paul , the Charter of the City of Saint
Paul is hereby amended by striking therefrom Section 201 . 3
in its entirety and substituting in lieu and in place thereof
a ne�v section to read as follows:
"201. 3. The total cost of city government
to be provided by ad valorem taxes on real and
personal property in any one calendar year shall _
� not exceed the following, viz :
l. The City may levy annually on
each dollar of taxable property within
� the city, except such as is by law
otherwise taxable as assessed and
entered on the tax lists , a tax for
general city purposes not in excess
of 49. 505 mills as applied against the
most recent valuations , taxable
valuations , or values as determined
by the county auditor and extended
on the tax list. The council may
. adjust the foregoing tax limitation
in such amount as it may determin.e
to be reasonably necessary to provide
for tax payment delinquency. The
� limitation set by the mill rate
heretofore set forth shall be increased
by the amount of personal property
replacement revenues available to the
city by virtue of the provisions of
Laws of Minnesota for 1g67 , Extra
Session, Chapter 32, Article XVI (Minn.
Stat. 1967 , Sec. 273. 6g) or acts
amendatory thereof.

Provided, however, that the city shall not be
permitted to levy additional taxes by virtue
of the provi.sions of Nlinnesota Statutes
1967 , Section 2�2. 64 and 273 . 13, Subd. 7a.
2. At least �900, 000 of the amount
appropriated each year for the cost of
city government shall be expended in
each year in paying the city' s share
of the cost of street paving, construc—
tion of trunk or main se�vers and bridges
including right—of—way. If any part
thereof be not so appropriated, it
shall be used to pay interest on
bonds as a part of the cost of government.
3. Out of the amounts appropriated �
eacli year for the cost of the city government
and departments , at least �250, 000 shall be
reserved each year and may be expencled for
n.ew, replacement or renewal of departmental
equipment. Any part thereof not expended
in any year shall be accumulated and
reserved for such use in future years .
Section 2. This ordinance shall become effective 90
days after passage, approval and publication, unless the
effective date is delayed by the filing of a petition pur—
suant to law. -
