Carlson to rezone from "A" Residence to "C" Residence property located on tne south- west corner of White Bear and Clear Avenues. This property is described as the north 76 feet of Lot 10, Block 4, Ames Acre Lots, an addition to St. Paul and also known as 1347 White Bear Avenue. The Board of Zoning first considered this matter at its isovember 7, 1968 meeting. The staff reported that the site consists of an area of 9,458 square feet which would allow up to five units if the zoning is changed as requested. The site is currently occupied by a single-family residence. The staff concluded that the proposal constitutes spot zoning, that the area has a well established low density residential use, and that rezoning this site may set a precedent for other rezoning attempts. It was also noted that Clear Avenue is only one-half normal street width at this site and the proposed development would increase the need for changes to be made in the existing right-of-way. Several neighborhood residents appeared in opposition to the rezoning and questioned access, parking and setback provisions. Mr. David Peterson, representing the petitioner, stated that the plan had not yet been prepared bub that they would stay within the requiremants of the Zoning Code. Subsequently, the Board of Zoning laid the matter over for four weeks to allow tne petitioner to submit plans for the site and to learn of future plans for Clear Avenue from the Public Works Department. The Board of Zoning again considered this matter on Decsmber 5, 1968. Plans from the Public Works Department indicated that a portion of the site representing approximately the north twenty feet, will be acquired for the widening of Clear Avenue. Mr. Peterson stated that if the approximate fifty-six remaining feet were rezoned to "C" Residence, they would attempt to have the zoning changed on the eleven dwelling unit site to the south and combine the sites to allow about sixteen units total.
