This is an emergency ordinance rendered necessary for the preser- vation of the public peace, health, and safety. THE COLTNCIL OF THE CITY OF SAI�'f PAUL DOES ORDAIIrT: Section 1. That Section 144.17 of the Saint Paul Legislative Code be and the same is hereby a�ended to read as follows: "144.17. Parking or Stopping on Public Way. No person shall stop, park or drive an automobile, truck, tractor, construction equipmer�t, house �oving equipment, or vehicular eq�ipanent of any kind on, along, or across any public curb, boulevard, or sidewalk witliin the li.mits of the City of Saint Paul, Ramsey County, other than where regular or anthorized driveways or crossings are provided for that pur- pose, except that vehicles equipped with rubber tires may be used on those sidewalks not having areawa�s or other substruc- tures between November 15 and April 1 for the purpose of plowing aad removing snow where such equipment does �ot exceed a total weight of 4,000 pounds and the axle weight does not exceed 2,000 pounds. "When necessary and for good reason, the above prohibition will not apply if permission is obtained in writing from the Commissioner of Public Worl�or his authorized representative. "Any pennission sect�red will be on the conditioA that suitable precautions are taken to prevent any unnecessary damage to the curb, bonlevard or sidewalk and to prevent any injury to persons lawfully tising the ct�rb, boulevard or side- walk. "Any person who has secured s�ch permission shall bear the cost of repairing or installing the sidewalk, boulevard or enrb damaged by him, his agents or employees. p Section 2. This ordi.nar�ce is hereby declared to be an� emer- geacy ordinance rendered necessary for the preservation of the public peace, health, and safety. Section 3. This ordinance shall take effect and be in force upon its passage, approval and publication.
