254402 • �. a.y.., Rc�clr� � � - � r ORDINANCE 2544�2 COUNCIL FILE NO PRESENTED BY ORDINANCE NO �'��-�� An ordinance amend.ing Chapter 327 of the Saint Paul Legislative Code pertaining to the Keeping of Animals. This is an emergency ordinance rendered necessary for the preserva— tion of the public peace, health and safety. THE COiJNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l. That Chapter 32'7 of the Saint Paul Legislative Code is hereby amended by adding Section 32'7.04 as follows: , ``, 327.04. Biting; Quarantine. When any person ,has been bitten by an animal , the own.er or custodian of such animal, having been so notified, shall immediately quarantine said animal at the owner' s home or other suitable place of confinement within the City or such other place as directed by the Health Officer of the City of Saint Paul. The period of quarantine shall commence immediately after a person has been bitten and such period shall last for ten (10) consecutive days thereafter. If on the tenth day the animal shows clinical signs suggestive of rabies, the quarantine period shall be extended at the request of the Health Officer of the City of Saint Paul with the length of the extended period being established by the Health Officer of the City of Saint Paul. If it becomes necessary for the quarantine period to be extended beyond the original ten (10) �day quarantine period, the Health Officer of the City of Saint Paul shall take possession of the animal during the extended quarantine period for the purpose of determining if the animal is suffering from rabies. During the quarantine period the animal shall be seeurely confined in a building or in a yard enclosed by a fence so constructed that the animal cannot get through or over and whieh will not permit other animals or persons to enter and will prevent the animal from coming in contact with other animals or persons other than the custodian. The animal shall not be killed unless it cannot be safely seeured. Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3. During 1970 we quarantined 1,284 anima.ls. Dog bites have increased sixty-nine percent (69%) since 1962. On several occasions animal owners have expected the City to have their animal at the dog pound for the ten (10) day quarantine period. It is our feeling that the owner should bear the expense of the quarantine. At present there is no ordinance which spells out the requirements for quarantining. There are only 48 cages in the dog pound, and these cages are used for holding impounded animals for five (5) days as required by law.
