THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECT I ON 1
That Chapter 321 of the Saint Paul Legislative Code is hereby repealed in its
entirety and the fotlowing inserted in "lieu and in place thereof:
SOLID WASTE
321 . P16'S EYE LANDFILL
321 .01 Purpose
The purpose of this chapter is to regulate the iandfill operation by
providing certain rules and regulations for the control and manage-
ment of such f�cility and to establish fees for the disposal of
solid waste at such }andfili .
321 .02 Authoritv to Operate �
The Pig's Eye Landfill is operating under permission granted by the
Minnesota Pollution Control Agency in a letter dated January 7, 1971 .
3�1 .03 Trespassina Prohibited
No person shall loaf, loiter, play, congregate or indulge in sal-
vaging, picking, or removal of solid waste from the Pig's Eye
Landfill , exeept for the individuals presently authorized to salvag�
at the Pig's Eye Landfiil and then oniy under the condition that the
salvaged material is removed from the site each day and that such
individuals do not in any way interfere with the disposal
operation.

The landfiil site shall be properly posted indicating the iimits of
the site, with appropriaCe signs indicating the use as a landfill and
that trespassing is prohibited.

321 .05 Time of Operation
The hours and days of operation for disposai purposes at the landfill
shall be fixed by resolution of the City Council upon recommendation
of the Corrani s s i oner of Pub 1 i c Works.
321 .06 Disaosal Fee
The fees and charges for the disposal of sotid waste at the landfil]
shall be fixed by resolution of the City Council upon recor�unendation
of the Gcxranissioner of Public Works.
321 .07 Disaosal Restricted
No person shall dump or depvsit solid waste at any ptace within the
City except at the Pig�s Eye Land�Fill and at such other disposal
facilities as are authorized and licensed by the City of Saint Paul .
No person shall dump or deposit any chemicals, explosive, or other
toxic or hazardous material in the landfill , except in areas desig-
nated for the disposal of such material and then only after such
materiat has been neutralized prior to such disposal to the satis-
faction of the Department of Public Works.
5ECTION 2,
This ordinance shall take effect and be in force thirty (30) days from and
after its passage, approval , and publication.
