For the purpose of carrying out this authority, the Department of Public Works may prepare rules and regulations applicable to city collection and collection by private haulers . Said rules shall govern the collection of solid waste , and the Department of Public Works shall submit such rules and regulations to the City Council for approval . If approved, the rules and regulations and any amend- ments thereto shall be enforced by the Department of Public Works . A copy of all approved rules and regula- tions and amendments thereto shall be maintained on file in the Office of the City Clerk and shall be available for public inspection during normal business hours . 319. 13 OWNERS MAY REQUEST CITY COLLECTION Owners may make written request to the City to have solid waste collected and removed from their property. Such written request shall be made on forms prepared by the Department of Public Works and be filed with the said department . The Department of Public Works will mail said forms to home owners upon written or telephonic request . Such forms shall be prepared and made available within 15 days of the date of this ordinance . Said forms will be automatically mailed, within 30 days of the date of this ordinance , to each household receiving garbage pickup by the City as of June l , 1971 . 319. 14 R.ATES FOR SOLID WASTE COLLECTION It is the intent of the City Council that the City' s solid waste service shall be operated on a finan- cially self-sustaining basis . However, until such service is financially self-sustaining, funds shall be provided by the Council to maintain city waste collection service at the level as of June l,, 1971 for a period of 90 days from and after July l , 1971 . The City Council shall establish rates for solid M.,�,.._..._.� waste collection by ordinance within 60 days of the date of this ordinance . The proposed rate ordinance and amendments thereto shall be published in the official newspaper of the City at least 30 days prior to public hearing to be held for the purpose of considering and establishing such rates . Rates for solid waste disposal shall be charged against the premises from which solid waste is collected and the owner of the premises served shall pay such rates within the time specified in the rate ordinance .
