THE COUNCIL OF THE CITY OF 5AINT PAUL DOES ORDAIN: Section 1. That Ordinance No. 3250, approved August 20, 1g14, as amended, be and the same is hereby further amended by i.nserti.ng in Section 7, under the heading "Skilled Labor", the title Power Clam Operator. Section 2. This ordinance shall take effect and be in force thirty days after its passage, approval, and publication. ' ����'�14 We are proposing that the class Power Clam Operator be established for the follo�ying reasons: The Parks Department asked us to review the duties of the operator of their Prentice Power Clam to see if it was proper for a Truck Driver to operate this piece of equipment. Our study showed that the operation of this Clam was outside of the duties of a Truck Driver and, in fact, a similar piece of ec�uipment from the Water Department had been operated by a Motor Equipment Operator over the past years. The employee who was operating this particular Clam for the past two years was a Truck Driver who could not become a Motor Equipment Operator, since this title has been "starred", which means that it is abolished except as to present incumbents. During the time of this study an examination was being held for Tractor Operator II the duties of which do not include clam operation. One man in the Parks Department took and passed this examination. The man who was operating the clam did not file since he knew he was not eligible. Thus, in fairness to this man, we feel that a special title should be established so that he will have an opportunity to compete in an examination for the operation of this clam. In reviewing this with the Parks Department we found that in the past other employees have also had considerable experience in operating this machine, including Tree Trimmers. Since the operation of this machine was not � included in any of our specifications, we cannot say that these employees were working out of their title. We therefore feel that all employees who have had experience on this Clam be allowed to take the examination. The above-mentioned Parks Department employee who passed the Tractor Operator II examination, and his business agent Mr. Zamorra, have suggested that an examination be opened only to Truck Drivers. Under the circumstances, we do not recommend that the qualifications be that restrictive in this case. The qualifications are intended to be minimum and this present Council has, in fact, insisted that we review these specifications- in many instances to make them truly minimum.
