This ordinance is required by Section 319.14 of the Saint Paul Legislative Code. �ection 319.14 requires that the proposed rate amendment be publi�hed in tlie official news- paper of the Cityat least 30 days prior to a public hearing and, further, that the City Council conduct a public hearing on such proposed rates before it may adopt a change of rates for solid waste disposal. If you are going to transmit this ordinance to the City Council for action thereon, the City Clerk should be requested to publish the full text of the proposed ordinance in the Legal Ledger at least 30 days before the date of the public hearing. My own summary of the report follows for your information: The program is losing approximately $2,800 a rreek at present rates. but of the accumulated�loss� you xill note approximately $56,000 (of $14�4�000 total) was due to the cost of going into business in August� 19?1. On 8/9/71� the city xent into combined reflzse collection after many years of collecting garba�e � only. Our costs xill be reduced about $700 a xeek shortly Khen, as tenatively planned� a 13th truck is removed from operation due to purchase of nert, more efficient and economical compactors. We are mainta.ining a "subsidy" of 40 cents a home for approximately 3,000 35-cent customers.�•�: At the proposed rate of 90 cents for regular pickup service, the subsidy rrould increase to 55 cents or about $84��000 for budget year 1973. Hoxever� xe estimate the addition of new customers to city service from those Hho no longer xill haul their own refuse bevause Pig's Eye is closed will cut doxn the total costs. As close as rre can evaluate, it Will take 12,000 flill-p�y customers or equivalent to make the refuse-collection operation break even.
