and Providing for the Execution and Approval of .
Contracts, Deeds and Other Instruments.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
� Section 1.
Except as otherwise provided by law� all contracts ma.de in the
na.me of the City of Saint Paul and authorized by the City Council
shall be executed on behalf of the City by the Ma.yor, City Clerk
and head� of the Department of Finance; provided, however� tha.t the
Council may by resolution designate the proper parties to execute
material and supplies contracts as authorized by Laws of Minnesota
for 1967� Cha.pter 797 .
Section 2.
All contracts ma.de in the name of the Board of Water Comnni.ssioners
sha.11 be authorized by the Board and executed on its beha.lf by its
president� its secretary and the head of the Depa.rtment of Finance.
� Section 3.
Al1 deeds� leases and other instruments pertaining to the conveyance
of real estate or any interest therein on behalf of the City of
Saint Paul or the Board of Water Commissioners shall be first
authorized by the Council or the Board� respectively� and executed
by the Ma.yor� City Clerk and head of the Department of Fina.nce.
; Section 4.
No contract� deed or other instrument shall be signed by the head
of the Department of Finance until provision shall ha.ve been made
for sufficient money in the appropriate fund to meet the indebted-
ness incurred by such contract, except leases and contracts for
public lighting and heating where such contracts and leases are
for longer periods than one year and excepting also contracts for
public improvements� the cost of which is to be paid by assessment
against the property benefited.
Section 5.
All contract�s� deeds� leases and other instruments on beha.lf of the
City of Saint Paul or its Board of Water Connnissioners shall be

shall constitute the City Attorney�s advice tha.t the contract is in
proper form and that a11 of the requirements of the Cha.rter and laws
of the State an�. ordina.nces of the City of Saint Paul ha.ve been
complied with.
Section 6.
This ordinance shall be deemed a part of the Saint Paul Administra-
tive Code and shall be incorporated therein and given an appropriate
cha.pter and/or section number at the time of the compilation of the
said Administrative Code.
Section 7.
This ordina.nce sha.11 take effect on and after June 6� 1972.
