THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. There is hereby established a Health and Welfare Insurance Advisory Committee consisting of eleven members appointed by the Mayor with the consent of the Council. Members shall serve three-year terms, but of the initial eleve� members four shall serve one-year terms , four two- yea;r xerms, and three three-year terms, to provide for stagg�red appointments . The members shall reflect as much as �ossible a cross-section of all city departments . Section 2 . It shall be .the role of the Health and Welfare Insurance Advisory Committee to advise the Council on all matters regarding all City employee and retiree group insurance contracts . The Health and Welfare Insurance Advisory Committee shall have the power to: 1. ) Adopt its own bylaws necessary for the conduct of its business . 2 , ) Set meetings and hearings to accept and review any matters concerning Health and Welfare Insurance Coverage.
