An ordinance amending Ordinance No. 15350,
entitled: "An administrative ordinance, creating
an advisory planning commission, " approved April
6, 1973.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No . 15350, approved April 6,
1973, be and the same is hereby amended by striking therefrom
in its entirety subparagraph A oi Section 1 and substituting
in lieu and in place thereof the iollowing:
A. Created. There is hereby created an advisory
planning commission. The commission shall
�-I cansist of twenty-one voting members appointed by
the mayor with the advice and consent of the c�uncil.
� Initially, seven members shall be appointed tor a
term oi three years , seven members shall be appointed
� ior a term of two ye�rs and seven members shall be
appointed for a term of one year. Thereaiter, the
� terms of commission members sha�l be for three years
and until their successors are appointed.
Section 2. This ordinance shall take eifect and be in
force thirty days from and after its passage , approval and
publication. .

You have before you today the fourth r�ading of an ordinance expanding
the new city planning commission from fifteen to -�wenty-three members.
As I have indica�ed repeatedly in the past , I understand and share your
concern that even more segments of our community be represented on the
planning commission, and would be very willing to appoint additional
representatives to the planning commission.
I have had conversations with several individuals who have agreed to
serve on an expanded planning commission. These people represent a
variety of geographical areas , social perspectives , and economic and
business interests. I feel strongly that� they will more than adequately
represent the groups and interes-�s whose lack of represen#�tion you
have expressed concern over.
These individuals , a majority of whom were suggested by yourselves , are
as follows :
Albert N. Bies
Walter porle
Harold Feder
Marie Slawik
Gunnar Unger
Robert Van Hoef
My own feeling is that the appointment of these six individuals will
satisfy the concerns that you have expressed over the composition of
the planning commission, and I would urge amendment of the ordinance
expanding the commission to an expansion of six people. Several of
you have indicated a desire to limit the expansion to this number to
keep the commission to a workable number. I am in full agreement with
this position, and feel that the need to represent the many groups and
communities that make up our city should be balanced against the need
to keep the commission to a workable size.

Memo to Council President Hunt August 1, 1973
As I have also indicated in the past , there is a pressing need to
establish the new planni.ng coramission (and zoning board) as soon as
possible. I agree with those who have suggested that the above
individuals be given informal approval at the same time as the
fifteen original appointraents are given formal approval, so that all
appointees can go through the necessary educational and informational
process at the same time. If the ordinance before you is amended to
limit expansion to six people, I will. submit the above names to y�qu
as soon as possible for your informal approval.
