An Ordinance Amending the 1973 Budget
and to Provide for Supplemental Appropriations
The Council of the City of Saint Paul does ordain:
Section 1. That pursuant to and in accordance with the procedure
set forth in Sectipn 10.07.1, and upon certification of the Ma.yor that
ada�itional revenues are available in excess of the estima.tes of revenue
adopted within the 1973 Budget, as amended, the Council of the City of Saint
Paul does hereby revise the 1973 Budget so as to increase "Salaries Professional"
in the Civil Service - Actiyity 00155 by the sum of $4,521.Ob; and further
that the appropriation iri rhe 1973 Budget for the Ma.yor's Department is hereby
increased as follows:

Subject: Mr. Mark Robertson, P. E� P� Personnel Assistant
Mr. Mark Robertson is a P. E, P� employee hired in July, 1972 by the
Civil Service Office and assigned to the examining section to assist us
in all our examination work and, in particular, in maki.ng in-depth job
analyses for positions for which examinations are scheduled.
One of the requirements for establishing content validity of examinations
under the guidelines of the Equal Opportunity Employment Commission
is this job analysis. Mr. Robertson has now been with this office long
enough to have learned a great amount about this subject. He has his
Masteris Degree in education and has the personality to be effective in
this area.
It is also very possible that the Civil Service Office will be expanded in
1974 and thereafter, to perform its own test validity studies in addition
to many other personnel functions. It would be advantageous for us to
be able to use Mr. Robertson=s experience for these five months during
1973 so that we do not have to recruit and hire a new man in 1974.
However, Mr. Robertson is a P. E. P. employee and there is no money
in the Civil Service departmental budget to pay his salary. In checking ,
with the Manpower Planning Office we find that there will most likely be
enough money to carry Mr. Robertson under P. E. P. through July. The
amount that we would need to continue his employment from then to the
end of the year would be $4, 520. 90. We ask that this money be trans-
ferred to our fund.
