THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 3250, approved August 20, 1914,
as amended, be and the same is hereby further amended by stri�ing out

of Section 6, where it appears in Grade 35 under the heading Fire Group,
• the title Arson Investigator; and by substituti.ng in lieu thereof the title
Fire Investigator.
Section 2. Tl�is ordinance shall take effect and be in force on
the first day of the first payroll period following thirty days after its
passage, approval, and publication.

PURPOSE: CHANGE OF TITLE TO FIRE INVESTIGATOR

State Law and City Ordinance requires that aII -fires��e invEStigated
as to cause, origin and circumstances and that every fire be reporfied in writing.
This report shall contain a statement of facts as to whether the fire was the re-
sult of carelessness, accident or by design.
Too often men holding the position of Arson (nvestigator are of the
opinion that unless the fire is obviously arson little investigative work need
be done. This could be no fiurther from the truth.
The purpose of fire investigation and determing the cause is two-fold.
Finding the cause of fires provides statistics so that regul�3tory codes and ordin-
ances can be adopted to prevent future similar occurrences. Secondly, through
fire investigation the crime of ar�son can be detected and .the guilty party brought
to justice.
� There are two other reasons why I am of the opinion that the title
"Arson Investigator" should be changed to "Fire Investigator." Many times during
the . investigation of accidental or natural caused fires the term Arson lnvesti-
gator is inadvertently used and the person involved becomes upset feeling he is
being accused of something. Two, arson caused fires make up only a small portion
of the total number of fires requiring investigation.
Based on these facts it becomes obvious thet the title "Fire investigator"
more accurately describes the duties of this position.
