August 24, 1972, establishing executive departments
of the City.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
Ordinance No. 15174, Council File No. 259429, approved
August 24, 1972, establishing executive departments of the City
of Saint Paul is hereby amended by deleting from Section 4.1
(Department of Finance and Management Services) , subsection C
pertaining to the Director and his powers and duties, and sub-
stituting in lieu and in place thereof the following:
"C. Director, owers and duties. The director of the
department of inance an management services
shall be appointed by the mayor with theeconsent of the
council, and shall be in the unclassified service of the
city. The director shall be accountable to the mayor and,
subject to his supervision and control, shall administer
the affairs of the department. He shall have general
authority and control over all departmental staff and
shall oversee the proper fulfillment of all tasks and
du�ies assigned to the department. He shall have the
power to prescribe such rules and regulations as he deems
necessary or expedient for the proper operation of the
department and to that end shall keep himself informed
of the latest administrative practices. The director
may designate, with the approval of the mayor, an employee
of the department of finance and management services to

the director. The director sha.11 have the power
and duty to take all personnel actions� including
hiring, assigning and reassigning employees, including
supervisory personnel, within his department, and
shall supervise their performa.nce.
Section 2.
This ordina.nce sha.11 take effect and. be in force thirty (30)
days from and after its passage, approval and publication.
