THE COUNCIL OF THE CITY OF 3AINT PAUL DOES ORDAINs Section 1. � That Chapter 101 of the Saint Paul Administrative Code is amended by striking and deleting the same in its entirety � and substituting in lieu and in place thereof the following: Ch�pter 101. Council Meetings and Meetings of Committees, Boards and Cormuissions. � � 101.01 - Definitions. Additionally, the presiding officer of such commission shall furnish a copy of such notice to the city clerk, who shall act in accordance with Section 101.05. 101.05 - Official Bulletin Board. ' The city clerk shall cause to be installed and maintained a bulletin board readily aecessible to public view at the Kellogg � Boulevard entrance to the City Hall and Court House, upon ' which he shall post all notices transmitted to him and as required by this chapter. 1p1.06 - Emerqenev Me�tinqs. Emergency meetings shall be open to the public, but ', notice requirements hereunder as to the public need not be i complied with if impractical. Notice requirements for such meetings of the council or a commission as to the mem- � bers thereof shall conform to the procedures set forth in ' Section 101.03. An emergency meeting is one called to institute immediate action involving the protection of the public peace, health or safety. 101.07 - Journals, Minutes and Tape Recordinqs of Meetinqs. The actions and discussions taking pl�ce at all meetings ; shall be recorded by written minutes, journals or tape re�ordings, and it shall be the duty of the presiding ' officer at such meetings to fulfill this obligation, directly or by assignment. i i I . • _� 1 � 2638'7� • . � �t� �j(,0/,��1� ! 2. i 101.02 - Scope and Responsibilitv for Notifvinq Public. It is declared to be the policy of the council of the City of Saint Paul that all of its meetings and meetings of its commissions shall be open to the public, and the presiding officer of the council or commission shall have the responsibility of fulfilling the notice requirements of ' Section 101.04 and 101.05, except as modified by Sectic►n „ 101.02, and supplying the neces�ary information therefor to the city clerk. 101.03 - Special Meetincts of the Council. In addition to the regular meetings of the council as . required by the charter, special meetings may be held any- , where in the city on the call of the president of the council or upon the written request submitted to the ; secretary by any four (4) members. Notice in writing of i special meetings of the council shall be served by the clerk � upon each mernber thereof, personally, or be left at his � usual place of abode at least six hours in advan�e of 1 such meetings, except with the unanimous consent or waiver � of such notice by the entire council, whidz consent or � waiver shall be in writing. Such written notice required to be served upon �ach councilman shall include the date, ti.me and place of such meeting and an agenda of the matters ' to be discussed, and no additional matters shall be deter- , mined except as provided in the written agenda unless waived by the unanimous vote of all council members. It shall be ; the duty of the presiding officer of the council to provide � notice to the public pursuant to Section 101.05. 101.04 - Notice Rectuirement.
