An adminietrative ordinance approving an Amendment
to the 1976 Memorandum of Agreement between the City of
Saint Paul, Independent School District No. 625, and the
Twin City Glaziers and Glass Workers Local No. 1324.
WHEREAS, the Counci.l pursuant to the provisions of Section 12. 09
of the Saint Paul City Charter and t�.e Public Employment Labor Relations
Act of 1971, as amended, recognizes that for the purpose of ineeting and
negotiating the terms and conditions of employment, the Twin City Glaziers
and Glass Workers Local No. 1324 is the exclusive representative for City
employees falling within the unit as certified by the Bureau of Mediation
Services under Case No. 73-PR-510-A; and
WHEREAS, the City, through de signated repre sentative s, and tlze
exclusive repre sentative for the bargaining unit have met in good faith,
negotiated a�. amendment in the conditions and terms of employment for the
year through April 30, 1977, for such personnel as are set forth in the
Agreement between the City and the exclusive representa.tive; now, therefore,
• THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORD.AIN:
Section 1. That the amendment created as of the effective date of this
ordinance, between t�.e City of Saint Pau1, Independent 5chool District No.
625, and the Twin City Glaziers and Glass Workers Local No. 1324, on file
in the office of the City Clerk, is hereby approved, and the authorized admin-
istrative officials of the City are hereby authorized and directed to execute
said amendment on behalf of the City.
Section 2. That the wage schedules in the amendment shall take force
and effect retroactively to the dates set forth in the agreement and in accord-
ance with the expressed intent of tlie agreement of the Counci.l contained in
Council File Number 266410.

Section 3. That any other ordinance, rule or regulation in force
when said agreement takes effect, inconsistent with any provisions of the
terms or conditions of said agreement, is hereby repealed.
Section 4. This ordinance shall take effect and be in force thirty
(30) days after its passage, approval, and publication.

MEMORANDUM OF AGREEMEhT �� ��
This Memorandum of Agreement by and between the City of Saint Paul,
Independent School District No. 625 and the Twin City Glaziers and
Glass Workers Local No. 1324. �
In amendment of 1976 negotiations, the parties hereto have agreed as
follows:
( 1) Except as herein modified, the Agreement between the
parties, entered into November 18, 1976, shall be the
basis of the forthcoming Labor Agreement.
(2) Appendix C & D of said Agreement shall be replaced with
Appendix C and D which is attached hereto and made a
part hereof.
(3) The Amendment shall become effective January 1, 1977.
It is understood that the above Amendment shall be recommended by the
City Negotiator, but is subject to approval by the City Administration
and adoption by the City Council and the Civil Service Cou�►ission.
IN WITNESS WHEREOF, the parties hereto have affixed their signatures this

The basic hourly wage rate for provisional, regular and probationar}�
employees appointed to the following classes of positions and not receiving
the Fringe Benefits listed in Article 12.2 shall be:

Effective January 1, 1977, the EMPLOYER shall:
(1) contribute $ .40 per hour for all hours worked by participating employees
as defined in Articles 12.3, 12.4 and 12.5 covered by this AGREII�NT, to
a UNION designated Health and Welfare Fund. '
(2) deduct $ .35 per hour for all hours worked from the earnings of partici-
pating employees as defined in Articles 12.3, 12.4 and 12.5 of this
AGREEMENT, and forward to a Vacation Fund.
(3) contribute $ .O1 per hour for all hours worked by participating employees
as defined in Articles 12.3, 12.4 and 12.5 covered by this AGREEMENT, to
a Journevman and Apprenticeship Training Fund.
(4) In addition to the above, in the case of temporary and emergency employees,
the II�LOYER shall contribute $ .50 per hour for all hours worked to a
Pension Fund.
All contributions made in accordance with this Appendix shall be forwarded to
depositories as directed by the UNION.
The II�LOYER shall establish Worlanan's Compensation and L'nemployment Compensation
programs as required by I�Iinnesota Statutes.
Participating employees as defined in Articles 12.3, 12.4 and 12.5 covered by
this AGREEMENT, shall not be eligible for, governed by, or accumulate vacation,
sick leave, holiday, funeral leave, jury duty, or insurance fringe benefits that are
or may be established by Personnel Rules, Council Ordinance, or Council Resolutions.
The II�iPLOYER'S fringe benefit obligation to participati� employees as defined
in Articles 12.3, 12.4 and 12.5 is limited to the contributions and/or deductions
established by this AGREEMENT. The actual level of benefits provided to employees
shall be the responsibility of the Trustees of the various funds to which the
EMPLOYER has forwarded contributions and/or deductions.

PURPOSE AND RATTONALE FOR THTS:ACTION: �
This ordinance amends the 1976 Labor Agreement between the City of St. Paul,
Independent School District No. 625, and the Twin City Glaziers and Glass
Workers Local No. 1324. The amendment provides th.at the employer discon-
tinue ma.king the contribution to the Union's pension fun.d, The amount of $. 50
per hour which was being contributed to the Union�s pension fund will now be
� added to tlie base wage rate. The total cost to tlie employer is not affected
by this change.
