THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Ordinance No. 6446, approved January 23, 1925, as amended, be and the same is hereby further amended by adding immediately following Section V, the following section to be designated Section VI: "Section VI - SALARY FORMULA AND FRINGE BENEFITS - CERTAIN UNCLASSIFIED EMPLOYEE'S A. S. Bureau of Labor Statistics. Such adjustments shall become effective annually on the first day of the first payroll period after the December 25th next following the publication of the July-to-July change in the cost of living index. However, if this formual produces any increase in the Mayor' s staff which would cause such salaries to exceed 90� of the Mayor' s salary, the percentage of increase applied to that member of the Mayor' s staff will be limited to the percent which brings the salary of such staff inember to 90� of the Mayor' s salary. B. Vacation Employees employed in the titles listed in A above shall be covered by the vacation schedule as follows: _ _ _ Years of Service Vacation Days Less than 8 years 15 days After 8 years through 15 years 20 days After 15 years and thereafter 25 days C. STATEMENT TO COUNCIL ON APPOINTEES SALARIES April 14, 1977 Pursuant to my earlier statements on the subject of salaries of political appointees of the ma or nd ci council , I would li e to restate my r asons for vot'ng NO� cx.µ� � y-�� -��� ,�� � ���� ���. � . l . This ordinance if enacted will mean that every January l an automatic salary . 'ncrease will take place without Council action. I believe the public demands and has � a right to F�old Zts elected officials accountable for its actions. When an action takes place without appearing on the council agenda, accountability is obscured from � the citizens` view. In all likelihood by January lst of next year council legis]ative aides' salaries will be near or over the $20,000 mark. That brings me to my second reason for voting against this ordinance. 2. I believe council aides and higher paid aides in the mayor's office are being . paid over and above what their duties and responsibilities require. I remind you there are no job requirements or minimum qualifications for these positions. And when same of these salaries get in the neighborhood of $25,000 this goes contrary to rr�y philosophy of government. T`m not suggesting that these salaries be cut, but they could be frozen �� at the upper levels. I have no problem with lower level positions, and if I could vote � wout�l � n them separately I�vote them an increase. . 3. Lastly, now more than ever before, elected officials and their "layal" appointed � aides must be willing to set an example. We are talking a6out multimi1lion dollar deficits in next year's 6udget planning, we are talking about laying off employees, and � we hear about possibly another 20� increase in property taxes next year. � In conclusion, any one of these reasons would be a good enough reason to vote N0, but when you add them all up, I am overwhelmingly convinced that this is not the time ta pass this ordinance.
