"An ordinance fixing the duties and responsibilities and
the minimum qualifications for the various classes of positions
in the Classified. Service of the City, "
approved February 13, 1935, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN;
Section 1. That Ordinance No. 7607, approved February 13,
1935, as amended, be and the same is hereby further amended by striking
out the specifications for the title "Recreation Director I"; and by substituting
i.n lieu thereof the followi.ng statement:
"This title is abolished except as to present incwCxibents. "
Section 2. That said ordinance, as amended, be axd the same is
hereby further amend.ed by striking out the specifications for the titles of
Recreation Leader I, Recreation Leader II, and Recreation Leader III, and
by substituting in lieu thereof the following specifications for the titles of
RECREATION LEADER I

RECREATION LEADER I
DESCRIPTION OF WORK
General Statement of Duties: Performs entry level technical work
involving the implementing of a community recreation and athletic
program; and performs related duties as required.
Supervision Received: Works under the close technical and adminis-
trative supervision of a higher level recreational leader.
Supervision Exercised: None
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Organizes, leads and participates in games and athletic activities, in-
structs participants in skills, rules and regulations of activities.
Organizes and conducts arts and craft activities; assists in organizing
and directing special activities including youth clubs, field trips,
dances and hayrides.
Assists in maintaining order and discipline by enforcing rules of conduct
and regulations.
Administers emergency first aid treatment to participants until medical
assistance is available.
Assists in ordering and receiving recreational equipment and supplies.
Assists in preparing required attendance, activity, accident, time and
inventory reports.
Opens and closes recreational or athletic facilities.
Officiates at recreational or athletic activities and directs activities at
a sandbox, wading pool or similar facility.
Prepares and maintains ice skating rink.
KNOW LEDGES, SKILLS AND ABILITIES
Working knowledge of recreational and athletic activities, rules and pro-
cedures.
Working knowledge of first aid supplies and procedures.
Working skill in teaching and directing recreational and athletic activities.
Working skill in operating recreational equipment.
Working ability to deal tactfully and efficiently with the general public,
especially young people.

required.

trative supervision of a recreational supervisor or a higher level
recreational leader.

assistance is available.

tional leaders or athletic coaches.
Inspects and assures that building, apparatus, equipment and facilities
are maintained in a clean, safe and functional condition.
Attends neighborhood group and agency meetings to develop or explain

for recreational or athletic activities.
Prepares required attendance, activity, accident, time card and inventory
reports.

PURPOSE AND RATIONALE FOR TI-iIS ACTION:
Amend Ordinance 7607 to replace the present class specifications for Recreatioat Leac�er •
I, Reereation Leader II and Recreation Leader I?I with specifications written in the
revi,sed format. The minimum qua.lifications have beea changed to e�iminate high schQol
graduation for the Recreation Leader I, to ask for�bat not require colle�e graduation fdr
the II aad ITI, and to reduce t}ie years of experience required of the III from th�ee to t�►o.
The Recreation Leader III and Recreatioa Director I titles are bein.g combined since thie
duties a.nd responsibilities of the positions are e�.ctiv the same.
This ordinance also deletes the title and specifications for Recreation Director I except
for present inc,r;�nbents.

as aixteen. An age differential is helpful in establishing a leadership role
and in maintaining order and discipline.
The present specification includes the age requirement we are requesting.
