An ordinance amending Chapter 102 of the Saint
Paul Legislative Code entitled "Minimum Wages
of Fublic Contracts, " adopted October 25, 1969.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Chapter 102 of the Saint Paul Legislative Code, adopted
October 25, 1969, and entitled "Minimum Wages of Public Contracts, "
is hereby amended by striking and deleting Section .O1 therefrom,
and inserting in lieu and in place thereof the following:
"All Contractors and Subcontractors shall conform to the�
labor laws of the State of Minnesota, and all other laws,
ordinances, and legal requirements affecting the wor�C in
the City. The �inimum wage rate per hour to b-e paid -��r -- . .
each classification �of;work shall be that wage rate, in-
cluding fringe benefits, negotiated and paid by the
Associated General Contractors of Minnesota for that
classification of work in the city, and in those cases
where a wage rate cannot be determined because an occu-
pation is not classified or identifiable by reference to
the wage rates paid by the �ssociated General Contractors
of Minnesota, then the wage� rates shall be that as prom-
ulgated by the Minnesota Departmer�t :of Labor and Industry,
Division of" Prevailing Wage Administration, for those
classifications of__work. ��

of the City of Saint Paul:
Re: Proposed Ordinances Requiring Union Wages as the
Prevailing Wage Rate
This office has prepared ordinances dealing with the
above-captioned matter pursuant to the Counci.l ' s request.
A resolution and ordinance identical to that passed by
the Ramsey County Board has been submitted to the City
Council for its consideration. A phrase used throughout
both the resolution and the ordinance is the term "union
wage rate. "
As the City negotiates with various labor unions to
establish collective bargaining agreements for the City' s
labor force, it can be contended that the wage rate
covered for all of these various occupations is the
"union wage rate. " In many types of jobs the City' s
wage rate differs from that paid by the Association of
. General Contractors (AGC) established in collective
bargaining agreements with the same unions.
In order to avoid any future problem, it is the suggestion
of this office that these ordinances be referred to the
appropriate committee for discussion and clarification on
this matter.
