STAFF INVESTIGATION & REPORT: Date: 11-2-76 By: J.S.B. A. SUFFICIENCY: The appellant's request was filed on a short form rezoning petition, su scri e and sworn to before a notary public on October 7, 1976 and was received by the City Planning office on October 18, 1976. B. PROPOSED USE: The appellant proposes to rezone said property from I-2 to I-3 to allow a tank farm and asphalt plant. C. FRONTAGE AND AREA: This 15 acre rectangular site has an 846.37 foot frontage a ong Re Rock Road. D. SITE CONDITIONS: This vacant site in the Red Rock Industrial Park has river access to the west and road and rail access to the east. It is bounded to the north by Twin City Barge and Towing Company and to the south by another vacant 15 acre site. Barton Enterprises proposes to build fuel storage tanks and an asp��alt plant. These two operations were separated in the Minnesota Environmental Quality Council (EQC) study of the proposal . The EQC did not object to the tank farm, but has ordered an environmental impact statement on the asphalt plant which is to be completed by January, 1977. They propose to build seven tanks. Five are to be constructed in the project's initial phase and later, two more 90' diameter tanks are to be added. The tanks would be 48 feet high, two with a diameter of 90' and three with a diameter of 120' , with a total storage capacity of about 17 million gallons. E. AREA CONDITIONS: Red Rock Industrial District is a development by the Port Authority between Highway 61 and the Burlington Northern tracks to the east and the channel between Pig's Eye Lake and the river to the west. Althouyh this area is in the middle of the flood plain, it is not in the floodway because the ground here is above the level of the 100 year flood. Other tenants in the industrial park include a steel recycling mill , a barge construction firm and a grain terminal . Prior to the new zoning ordinance this area south of Pig's Eye had no zoning assigned to it. The future of Pig's Eye is an open question. In addition to industry, there is a unique natural environment here which is designated as a future regional park by Metro Council , the county and the city. Although they are strange bedfellows, recreational and industrial land uses are not necessarily incompatible. The question which must be answered though is, if it is built, what will the environmental impact be? There are . . PORT AUTHORITY OF THE CITY OF ST. PAUL 2 ����� two prospects to be considered. The first is the possibility of minor or major oil leaks. Precautions must be taken against explosions or absorption. The second is that seven 48 foot high storaqe tanks will be an eyesore. F. FINDINGS: 1 . The regulatory agencies, the EQC and the Pollution Control Agency found the appellant's safety precautions for oil leaks to be adequate. 2. The two parts of the proposal may be separated. The Barton Company wish to develop the tank farm even if the asphalt plant is disallowed. 3. The proposed use is unlikely to adversely affect its industrial neighbors, but a negative impact would be felt at a regional level . 4. In the face of potential fuel shortages, it would be advantageous for St. Paul to have additional storage facilities. 5. There is a proposal for a regional park about 3/4 mile north of the subject site. G. STAFF RECOMMENDATIONS: On the basis of the above findings, Staff recomrnends that the petition be granted.
