That the Zoning Map of the City of Saint Paul, Sheet No. 20, as incorporated by reference in Section 60.401 of the Saint Paul Legis- lative Code, is hereby amended as follows: The property owned by the Housing and Redevelopment Authority of the City of Saint Paul located between I-94 on the north, Mackubin on the west, Carroll on the south and Arundel Street on the east, more particularly described as, Lots 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29 and 30, Block 17, Mackubin" and Marshall ' s Addition to Saint Paul, " - is rezoned from RM-1 to B-2. WHEREAS, the Planning Commission of the City of Saint P�ul has caused legal . notice of a public hearing to be published on April 22, Apri1 29, and Ma�y 6, , : 1977 pursuant to Minnesota Statutes 462.357 Subdivision 5� fOr the purpose of amending the zoning boundary on certain property fn th� vicinity of " Mackubin Street and Concordia Avenue, and WHEREAS, the Planning Comnission has found that: 1 . An area of not less than forty acres, being the northeast quadrant of the old Summit-University District, has been surveyed by the Planning Comnission within which the proposed area tA be rezoned is located; 2. That the number of real estate descriptions aeing affected by such change, owing to the contiguous property provisions of the Laws Of Minnesota 1973, totals 852 parcels. Under the provisions of Minnesota Statutes, signatures for 2/3, or 568 parcels would be required and thus it is impractical to obtain written Consent for the requested rezoning; 3. That the Planning Comnission finds the propased rezoning related ' to existing uses and to a plan for future land use in the area in that it is a buffer between the freeway and resldential land to the south and is consistent with the approved Neighborhood Development Program plan for the Sumnit-University area (now Planning District #8) ; NOW, THEREFORE, BE IT RESOLVED, That the Planning Comnission recomnends approval of the requested re2oning of Lots 15 - 30, Block 17.
