Section l.
That the Zoning Map of Saint Paul, Sheet No. 13, as incorpor-
ated by reference in Section 60.401 of the Saint Paul Legislative
Code, is hereby amended as followss
The property on the North side of Cayuga Street be-
tween Agate Street and Interstate Highway 35E, more
particularly described as follows:
All of Lots 7, 8, and 9 and all of Lot 10 ex-
' cept that part lying northwesterly of a line
drawn parallel to and 15 feet south�asterly
measured at right angles to the Northwesterly
line ot said Lot 10, Auditor' s Subdivision No. 8,
except the Soo Line right--of way�
is rezoned from RT-1 to I-1.
Section"2.
This ordinance shall take force and effect in thirty (30) days
from and after its passage, approval and publication.

This letter is written in response to the petition of Joseph and Marie Juneau to
rezone property located on the north side of Cayuga between Agate and Hwy. 35-E,
from RT-1 (two family residential ) to I-1 (light industry).
This matt�r was heard before the Current Planning & Zoning Committee on
December 1 , 1977 at which time staff recommended that the petitioner's request
be granted. Mr. Pangal moved to recommend approval of the request to rezone
to I-1 . Ms. Grittner seconded the motion and it passed on a 7 to 0 roll call
vote.
On December 2, 1977 the Planning Commission unanimously confirmed the recommendation
of the Current Planning & Zoning Committee.
This matter is scheduled to be heard before the Saint Paul City Council on
January �, 1978.

PRESENT• Mmes. Grittner, Karns, McGinley and Summers, and Messrs. Humner,
Panga and Bryan of the Current Planning & Zoning Committee; Mr. Robert
Straughn, Assistant City Attorney; Mr. Richard Amey af the Division of
Housing & Building Code Enforcement; Mnes. McNeally and Fox and Mr. Edward
J. Warn of the Planning Staff.
The meeting was chaired by James Bryan, Chairman.
JOSEPH AND MARIE JUNEAU (#8235): A petition to rezone from RT-1 to I-1
property ocate on the nort side of Cayuga between Agate and I-35E.
The petitioner was present. There was no opposition.
Mr. Warn read the staff report and showed slides of the subject site.
Mr. Pangal inquired as to the ownership of the land being rezoned and Mr. Warn
said that Joseph Karth does own three lots.
Joseph Juneau, 217 Cayuga Street, said Joseph Karth owns three of the lots and
he owns one. Mr. Juneau said he is buying the lots from Karth so he can expand
his shop a little bit. In response to a question from Ms. McGinley about the
type of shop� he has, Mr. Juneau said it is a small metal finishing shop located
on the lot in question. He said there is a small cement block shop in back.
Ms. McGinley asked whether those persons who will be sandwiched in the middle
had been contacted and Mr. Juneau said a steel company owns all homes except
the two in question and eventually will purchase them also, tear them down
and expand St. Paul Structural Steel Company all the way down the block.
Ms. McGinley asked if the two homes being sandwiched in between were occupied
and aware of the rezoning being requested, and Mr. Juneau answered in the
affirmative.
Mr. Pangal moved to recommend approval of the rezoning request to I-1 . His
motion was seconded by Ms. Grittner and passed on a 7 to 0 roll call vote.

A. SUFFICIENCY: The applicant's request was filed on a short form rezoning petition
subscribed & sworn to before a notary public on October 12, 1977, and received by
the Planning Division on October 20, 1977.
B. PROPOSAL: The proposal is to rezone from RT-1 to I-1 .
C. FRONTAGE & AREA: This irregular shaped site has 145 ft. frontage on Cayuga Street
an is 0. ft. deep at i�s deepest point, for an area of approximately 16,300
sq. ft. , or .37 acre. "
D. SITE CONDITIONS: The site is mostly vacant and overgrown except for a single family
ome e�e used for business purposes. The site is approximately 10 ft. higher than
street grade and slopes to the north and east. The site abuts railroad land to
the north and east. An older large home abuts the site on the west. Cayuga
Playground is across Cayuga to the soutfi.
E. AREA CONDITIONS: To the north and west the site is primarily vacant or used for
in ustrial purposes by the railroads and St. Paul Structural Steel . To the
immediate west along the north side of Cayuga are many older homes in various
states of repair. Across Cayuga to the south is the Cayuga Playground and well kept
older sin�le family homes. The I-35E right-of-way begins 120 ft. to the east of
the site.
F. FINDINGS:
, 1 ) The site is adjacent to other industrially zoned land.
2) The site is not conducive to residential construction.
3) The site has railroad access at the rear and freeway access via Cayuga to
Mississippi to Pennsylvania.
4) The proposed rezoning will result in the entire north side of Cayuga between
Agate and I-35E being industrially zoned, with the exception of two large
old homes. ,

5) The proposed rezoning and allowed uses thereof will not be detrimental to the
neighborhood.
G�. STAFF RECOMMENDATION: Based on the above findings, staff recommends that the

A. SUFFICIENCY: The applicant's request was filed on a short form rezoning petition
subscribed & sworn to before a notary public on October 12, 1977, and received by
the Planning Division on October 20, 1977.
B. PROPOSAL: The proposal is to rezone from RT-1 to I-1 .
C. FRONTAGE & AREA: This irregular shaped site has 145 ft. frontage on Cayuga Street
an is 3 . ft. deep at i�s deepest point, for an area of approximately 16,300
sq. ft. , or .37 acre. "
D. SITE CONDITIONS: The site is mostly vacant and overgrown except for a single family
ome �e used for busjness purposes. The site is approximately 10 ft. higher than
street grade and slopes to the north and east. The site abuts railroad land to
the north and east. An older large home abuts the site on the west. Cayuga
Playground is across Cayuga to the south.
E. AREA CONDITIONS: To the north and west the site is primarily vacant or used for
in ustrial purposes by the railroads and St. Paul Structural Steel . To the
immediate west along the north side of Cayuga are many older homes in various
states of repair. Across Cayuga to the south is the Cayuga Playground and well kept
older sin�le family homes. The I-35E right-of-way begins 120 ft. to the east of
the site.
F. FINDINGS:
, 1 ) The site is ad3acent to other industrially zoned land.
2) The site is not conducive to residential construction.
3) The site has railroad access at the rear and freeway access via Cayuga to
Mississippi to Pennsylvania.
4) The proposed rezoning will result in the entire north side of Cayuga between
Agate and I-35E being industrially zoned, with the exception of two large
old homes. ,

5) The proposed rezoning and allowed uses thereof will not be detrimental to the
neighborhood.
G. STAFF RECOMMENDATION: Based on the above findings, staff recommends that the
