THE COUNCIL OF 'I�HE CITY OF SAINT PAUL DOES ORDAIN:
�' Section 1.
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976 , as amended by Ordinance No. 16429 adopted
April 4 , 1978, �}pon the request of the Heritage Preservation Com-
mission of the 4�ity of Saint Paul and after having duly considered
the matter at a 'public hearing held in accordance with the said
ordinances, thelCouncil of the City of Saint Paul does hereby
designate the following described property to be a Heritage Preser-
vation Site.
Ward eebe House, 2022 Summit Avenue, Saint
Paul,�Minnesota, on property legally described
as Ex�, Summit Avenue and ex. alley: Lot 18
and E� 20 feet of Lot 19, Block 2, Rosedale
Park �lddition.
Section 2 .

Dear Madam:
The St. Paul H�ritage Preservation Commission (HPC) has recommended
to City Council that the Ward Beebe House, 2022 Summit Avenue be
designated as � Heritage Preservation Site. A public hearing on this
matter will be 'held on March 22, 1979.
The procedure fror HPC designation consists of:
1 . Nomination of a site to the HPC for consideration
2. Review of the site by the HPC's Candidate's Committee for possible
historical and/or architectural significance
3. A public hearing is held by the HPC once the site is approved by
the Candidate's Committee for possible designation
4. HPC recorr�nendation of the site to City Council for designation as
a Heritage ,Preservation Site
5. Review of the proposed site and preservation program by St. Paul
Planning Cqmmission for recommendation to City Council
6. A public hearing by the St. Paul City Council on the proposed site
The Ward Beebe 'House has gone through all the steps listed above, up to
City Council public hearing. Outlined below is a history of the
designation process for the site thus far:
- HPC public hearing: August 28, 1978
- HPC recom�nendation to City Council : September 11 , 1978
- Planning Commission Resolution passed: December 8, 1978
Once a site is �designated, the Heritage Preservation Commission is empow-
ered by ordinance to review any building permit applications regarding
designated sites. Permit review power gives the Commission control over
any possible ex�terior changes to designated historic structures. This
permit review pnwer does not affect interior changes.

The Ward Beebe House
The Ward Beebe Hous� is the only home constructed in Saint Paul by the archi-
tectural firm of PuXcell, Feick and Elmslie. This particular example of the
"Prairie School" st�le of architecture is largely the product of the unique
design ability of G�orge Elmslie. It was con�tructed in 1912 for Mr. John
Leuthold and is ref rred to in the original house plans as the Leuthold House.
Dr. Ward Beebe marr�ed John Leuthold's daughter and the home was apparently a
wedding gift from tl�e Leutholds, a wealthy German family from southern Minnesota.
The home cost $9,00� to build.
William G. Purcell' notebook for the year 1912 states that the Beebes "were
very appreciative c�ients, and the house turned out to be a charming affair.
It is a re-transcription of the Oscar Owre House (at 2625 Newton Street in
Minneapolis) and islan undated contemporary residence today. One of the unique
features of the pla� is the tiny Iibrary-sitCing-room with bay windows and built-
in furniture on the second floor...(Situated on Suomnit Avenue) the usual corner
windows looking botl� ways from the living roonn were accepted as a fine response
towards a choice and expensive location."
Purcell and Elmslie'�s work was typified by the design of inexpensive houses
for small city lots '(The Beebe House lot is 200' x 50'). Essential, therefore,
was a si.mplicity in massing, a corresponding compactness of plan (without sug-
gesting constrictior�), and the use of inexpensive materials.
The Prairie School's founder and guiding light was Frank Lloyd Wright. Wright
' used broad, horizont 1 lines to echo the spirit of the mid-west prairies and
inspire a revolution�in American architecture. The dispoaition of the simple
mass or composite maissing, the shape of the low, long-hipped or gable roof, the
horizontal banding oif windows, the emphatic belt course or shelf roof between
storeys-which often icontinued on one side as a lateral porch-and the broad,
often foward-set fou�dation upon which the building was securely placed all con-
tributed to this uni�puely American style of design. The historical styles, as
commonly known, werelrejected. The continuity of line, edge, and surface--an in-
heritance from the S�ingle Style - lent horizontal unity to the design, and
against these horizo tals, a spirited interplay was established with ahort vertical
accents, such as pieks, mullions, and subsidiary masses. The Beebe House exemp-
lifies the best of w�at the Prairie School had to offer.
William Gray Purcell (1880-1965) was raised in Oak Park, Illinois and became
interested in the wo�k of Frank Lloyd Wright, a close and well-known neighbor.

Elmslie (1871-1952) 'was born near Huntley, Scotland, and im¢nigrated to the
United States in 18�4 with his parents. In 1887 he met Frank Lloyd Wright which
resulted in Wright'fi recomm�ending him to Louis Sullivan, and for nearly 20 years
Elmslie stayed with,Sullivan as a designer. Purcel� had also worked with Sulli-
van for a period oflfive months, long enough to establish a lasting friendship
with Elmslie.
After Purcell and h�s former classmate George Feick, Jr. (1881-1945), an engineer,
had foxvned a partne ship, Elmslie joined them in 1909. The firm then established
offices in Minneapo�is and Chicago. The firm became the most active and productive
within the Prairie �chool. Together P & E (as they called themselves) produced,
among other things, more bank buildings than Wright and Sullivan combined. They
executed over. 70 co�nissions in a decade and prepared innutaerable other uarealized
designs. In 1922 P�rcell and Elmslie ended their collaboratioa.
Elmslie was a brilli�ant designer, but he did not work well alone. He neaded a
thoughtful, intellec,tual co-partner-in-design. First it was Sullivan who provided
the�needed assistande in formulating and keeping sight of the basic design ideas,
but it was not until he combined hfs talents with those of Purcell that the real
flowering of Elmsliel's design genius Qccurred.
The Ward Beebe Houselwas one of their most successful designs. The plan of the
home was organized w3th the first floor living room (approximately one half the
floor plan) and the �lining room set at right angles--an L-shaped arrangement
with no partition in' between. A common exterior wall (with a row of leaded
glass windows) unite� these rooms, and because each seems to participate in the
area of the other, a#� added sense of spaciousness is achieved. Next to the
dining room is the k�tchen. The Beebe House with its cross-gabled roof and
windows arranged sym�lnetrically under the strong inverted "v" of the gables, has
somewhat the charact�r of an English c�ttage, but without the historic detailing.
The house is locatediat 2022 Summit Avenue on a narrow, wooded lot at the inter-
section of the south�rn terminus of Wilder Street with Summnit Avenue in Saint
Paul. It is two sto�eys in height, capped with a deeply sweeping, wide-eaved
gabled roof. The entire wall surfaces are sheathed in pigmented stucco; the
original roof is sti�.l on and composed of creosote-treated shinglea secured with
pure zinc nails as s�ecified in the original plans. Window and door aurrounds
and casements are of Ioak and cypress which is oiled and stained a very dark color.
The exterior stucco �ras painted white and the wood trim dark. This destroyed the
intended harmonious c�olor scheme of the exterior surfaces as described in the
original drawing andlhas the unfortunate effect of making the windows and their
casements look like c�ark holes against the white walls.

The Summit Avenue fac�de (north) is incorpprated within the main $able. Windows
on this facade are ar anged in horizontal bands of narrow, vertical casements.
Those on the first st�rey are shielded• by diminutive cornices and wrap arvund
each corner to create'an unbroken perspective view from within. The windows on
the second storey are ',centrally placed within the facade and comprise a band of
six narrow casements. l Directly above ia a semi-circular arched window marking
the third or attic stc�rey. The ,main entry way, as a transition between the north
and east facades, is ocated within a small "L" in the northeast corner of the
home. An elaborate El�mslie sawnwood bracket is affixed to the corner of the "L"
immediately to the leflt of the doorway.
On the east facade thelfirst floor containa an entry way with a horizontal
band of three small le�ded glass windows immediately to the right. The second
storey has a duplicateiof the second storey north facade in ita band of leaded
casement windows. The�, east facade is covered by a large cross-gable complete
with a small dormer anji the characteristic wide eaves.
The west facade is ess�ntially symmetrical in arrangement with a three-part
window grouping incorpprated within the small cross-gable at the second storey,
the center window of t�e grouping is an oriel which opens onto a small balcony.
The first storey has al, low, open porch with a broad-eaved, gently pitched, hipped
roof. To the rear (so�th) is an attached two-car garage with a small sleeping
porch above that opens 'from the master bedroom on the second storey. The iron
grillwork on the front steps above the sidewalk was added in 1958 by the former
owners who have recentl',y sold the house to Mr. and Mrs. David Anderson.
The house is in an exce�llent state of repair and preservation. It has not been
outmoded by changes in fashion or in building technology. It remains as Purcell
obsarved "an undated cojntemporary residence" and a throughly charming affair.

WHEREAS, the P!,lanning Comnission has received notice from the Heritage
Preservation �mmission of the proposed designation of the Ward Beebe House,
2022 Surtmit A enue, as a Heritage Preservation site; and has reviewed
the proposal in light of the comprehensive plan and other planning
considerations; and
WHEREAS, the d signation will identify a significant architectural site
in the city, a�id should have no adverse effect on �he surrounding neighborhood;
NOW, THEREFORE', BE IT FURTHER RESOLVED, that the Planning Comnission finds
the designation consistent with the comprehensive plan; and
BE IT FURTHER �ESOLVED, that, based on the above planning considerations,

your informattion, the Comnission forwards the site nominatiqn forms which
state the hi�tory and significance of each site. More complete information
is available! from the Commission's Criteria Checklist on each site. Please

- Signifi�ance: Former home of Horace Hills Irvine, influential
lumberrman and attorney at turn of century. Excellent example
of En�lish Tudor style of architecture. Governor's residence
si nce' 1965.
- Owner, $tate of Minnesota, approves designation.
2. Blair Flats (Angus Hotel ) , 165 Western Avenue
- Nationa� Register
� - Signifi�ance: An exemplary Victorian/Queen Anne style building
once �considered the most fashionable apartment building in

� - In regalyds to concerns raised by Mr. Woodrow Thompson, St. Paul
