THE COUNCIL OF TH� CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
Pursuant tp the authority contained in Ordinance No. 16006
adopted May 18, 1�76, as amended by Ordinance No. 16429 adopted
April 4, 1978, upmn the request of the Heritage Preservation Com-
mission of the Cit�y of Saint Paul and after having duly considered
the matter at a p�blic hearing held in accordance with the said
ordinances; the C�uncil of" the City of Saint Paul does hereby
designate the fol�.owing de�cribed property to be a Heritage Preser-
vation Site. _

Dear Madam:
The St. Paul Heritage Preservation Commission (HPC) has recorr�nended to
City Council that the Blair Flats, 165 Western be designated as a
St. Paul Heritage Preservation Site. A public hearing on this matter
will be held on March 22, 1979.
The procedure for HPC designation consists of:
1 . Nomination of a site to the HPC for consideration
2. Review of the site by the HPC's Candidate's Committee for possible
historical and/or architectural significance
3. A Public Hearing is held by the HPC once the site is approved by
the Candidate's Committee for possible designation
4. HPC recommendation of the site to City Council for designation as
a Heritage Preservation Site
5. Review of the proposed site and preservation program by St. Paul
Planning Commission for recommendation to City Council
6. A Public Hearing by the St. Paul City Council on the proposed site
Blair Flats has gone through all the steps listed above, up to City
Council public hearing. Outlined below is a history of the designation
process for the site thus far:
- HPC Public Hearing: August 28, 1978
- HPC Recommendation to City Council : September 11 , 1978
- Planning Commission Resolution passed: December 8, 1978
Once a site is designated, the Heritage Preservation Commission is empow-
ered by ordinanCe to review any building permit applications regarding
designated site$. Permit review power gives the Commission control over
any possible exterior changes to designated historic structures. This
permit reYiew power does not affect interior changes.

VII NARitATIVE: HISTORY AND SIGNIFICANCE OF SITE
The Blair Flats
In 1887 Saint Paul en repeneur Frank P. Blair, Secretary of the Saint Pa�l Im-
provement Company, c�issioned local architects Hermann Kretz and William H.
Thomas to design BlaiX Flats at the corner of Selby Avenue and Western Avenue.
The result was a High Victorian building exemplary of the architectural tastes
of the day. When com�ileted it was considered one of the most fashionable apart-
ment buildings in Sai#�t Paul. It cost over $300,000 to build.
The building was described with reference to Blair's enterprise in 188$: "It is
situated in one of th� most fashionable neighborhoods of the city, and is passed,
upon either side, by � principal horsecar line and cable road, making it so acces-
sible that it is practically downtown, and yet enjoys the fresh air and residen-
tial surroundings."
In 1893 Blair Flats w�s renamed the Albion Hotel. At thia time the flats or
apartments were trans�ormed into euites, and it became a residential hotel. In
1911 the hotel was puxchased by transportation vagnate Thomas Lowry and was given
its more familiar nam� of the Angus Hotel. The Angue remained under Lowry's
ownership until 1918.� After that the hotel changed ownership many times and the
once fashionable neig�borhood and hotel have steadily deteriorated to their
present condition. The Angus Hotel has been closed since 1971. The facade in
its present neglectedl condition is all that remains of its former magnificence.
The interior has beenithoroughly gutted while the building remains structurally
sound. All floors and interior woodwork must be replaced, however.
After a few close enciounters with the wrecking ball the Angus is going to be
renovated and restore� to its turn-of-the-century appearance. Plaus are
underway to make the �top four floors an apartment complex once again with
69 one and two bedroakn suites and �a few studios. Street level will be used as
commercial space. Thje apartments directl�► behind the Angus will be t orn down
and replaced with, acqong other things, a swimming pool, parking lot ar.d green
area.
The hotel is dividedlinto four distinct five story masses separated by airways
and linked on street ,level by stone arched entries with terra cotta lion heads
inlaid on the keystonies. The corner tower forms the focal point and pivotal
element of the buildi;ng. The tower used to be capped by a conical roof but it
has long since been tiaken down. The other three facades (one Eronting Western
Ava:�� and two on Selbjy Avenue) are identical in mass and architectural treat-
ment.

A combination of materials was used throughout, creating the polychrc�matic ex-
terior typical of High Victorian style. Red pressed brick is used in the upper
four stories over a street level of rusticated pinkish Bayfield sandstone.
Accent on each of the red-brick facades facing Selby and Weste rn avenues is
provided by elaborate pressed metal bay windows which extend from :ti� second level
to the roof. The roofline is highlighted by a corbelled brick cornice above
which is a beautifully molded parapet of galvanized iron and copper. Each story
is defined by a belt-�course of brick or stone which continues around diminutive
tourelles at the corn�ers. These tourelles are capped with slate cone-shaped
roofs. .
Street level retains the original opening for fenestration. This level is
currently boarded upiwith the exception of the Oak Room Bar which is located
within the Selby Ave�ue facade. �
The interior of the t}uilding was constructed to stop the spread of fire. Each
area is isolated frouQ the other by a 20 inch thick firewall and floors packed by
mineral wool. The two stairways are of marble and iron and will be supplemented
by a th�rd to be added during restoration.
� When originally cons�ructed as flats, each flat was comprised of five or six
roams. The flats were accessible from private halls which branched off from
the reception halls on each floor; these halls all had elevator access. Each
flat was arranged to allow the parlour to have a large bay window with stained
glass transoms and a fireplace with a eherry mantle. Other woodwork through-
out is of oak. Therie were bedchambers, a dining room, bathrornn, and kitchen
as well as a parlour, in each flat. Kitchens in the building were considered
extremely modern siiuce gas stoves were provided for �ooking. It was in one of
these elegant flats �that John Johnson, an early Minnesota governor and presidential
aspirant, lived and �entertained the wealthy and famous of early Saint Paul. Noth-
ing remains of the �ormer luxurious interior.
Blair Flats is to be{ renovated and opened again to the public in approximately
a year and a half byh Desigz �ra� Rssean�h The exterior will be restored to its
original appearance ,while the interior will be re-done in compliance with
Saint Paul buildinglcodes. Restoration is estimated to cost approximately
two million dollars,

WHEREAS, the stry�cture is critical for the redevelopment of Selby Avenue
as a thrlving commercial street;
NOW, THEREFORE, �E IT RESOLVED, that the Planning Canmission finds the proposed
designation consistent with the comprehensive plan of St. Paul ; and
BE IT FURTHER RE$OLVED, that, based on the above planning considerations,
the Planning Comr�ission recommends approval of the proposed designation by

Dear Mr. Pfoutz:
Enclosed please find the executed document you sent us in conjunction
with our building, "Blair House Flats" , being designated as a Heritage
Preservation s'ite.
� As I told you during our telephone conversation this week, this is of
concern to us because we certainly appreciate the prestige that is
associated with being designated. We are concerned that it could
slow down the development process. As you know we are already on
the National H'istoric Register and any work or modifications done
to the building must be approved by the State Historical Society and
Department of the Interior. I�e would be happy to approve your
request if your Historic Preservation Commission would either waive
their rights to review building permit applications or subordinate
those rights to the P4innesota State Historical Society.
If we can be of any assistance in helping reach your decision please
don't hesitate to contact me.
