THE COUNCIL OFITHE CITY OF SAINT PAUL DOES ORDAIN:
� Section l.
Pursuan to the authority contained in Ordinance No. 16006
adopted May 18� 1976 , as amended by Ordinance No. 16429 adopted
April 4, 1978, 'upon the request of the Heritage Preservation Com-
mission of the 'City of Saint Paul and after having duly considered
the matter at � public hearing held in accordance with the said
ordinances, the Council of the City of Saint Paul does hereby
designate the �ollowing described property to be a Heritage Preser-
vation Site.
The (�OVernor's Residence, 1006 Summit Avenue,
Saint Paul, Minnesota, on property legally
descs{ibed as Lots 6 thru 9, Block 34, Summit
Park �,ddition.

Dear Madam:
The St. Paul Hei�itage Preservation Commission (HPC) has recommended
to City Council that the Governor's Residence be designated as a
Heritage Prese.rvation Site. A public hearing on this matter will be
held on March 2�, 1979.
The procedure fQr HPC designation consists of:
1 . Nomination of a site to the HPC for consideration
2. Review of the site by the HPC's Candidate's Committee for possible
historical and/or architectural significance
3. A public hearing is held by the HPC once the site is approved by
the Candidate's Committee for possible designation
4. HPC recommendation of the site to City Council for designation as
a Heritage Preservation Site
5. Review of the proposed site and preservation program by St. Paul
Planning Commission for recommendation to City Council
6. A public hearing by the St. Paul City Council on the proposed site
The Governor's Residence has gone through all the steps listed above,
up to City Council public hearing. Outlined below is a history of the
designation process for the site thus far:
- HPC public hearing: August 28, 1978
� - HPC recommendation to City Council : September 11 , 1978
- Planning ��Commission Resolution passed: December 8, 1978
Once a site is �,designated, the Heritage Preservation Commission is empow-
ered by ordinan!ce to review any building permit applications regarding
designated sites. Permit review power gives the Commission control over
any possible exterior changes to designated historic structures. This
permit review power does not affect interior changes.

The State of Minne�sota now owns and maintains the former home of Horace Iiflla
Irvine, influentia�il Saint Paul ettorney and lumberman at the turn of the century.
Few entrepreneurs :had more intereat in the Missiesippi lumber industry than the
Irvines. Thomas �rvine, father of Horace Hills, grew to be a respect�>d . �
iumber businessma� during the last quarter of the 19th century. Born in New
York in 1841, Thoa�as was educated in Ontarie and Toronto and became a teacher
of mathematics ancl bookeeping. Early in his vorking life he moved to Iowa to
manage a lumber cc�mpaay where he learned practical financial akills. Within
a few years he weslt into partnership with the owner, founding Hershey � Irvine.
The firm operated �!two mills, one at Muscatine, Iowa, and another at Stillwater,
Minneaota. Upon �he death of Mr. Herahey, Thomaa assumed the leading role in the
company. In 1876 Thomas Irvine married 8�ily A. �Iills of �labasha, Minnesota
and sometime latet bore a son, florace Hills. While Iiorace was still a boy,
Thomas erranged f�r the family to move to Saiat paul in 1890 to extend the
Irvine interesta µpriver.
In Saint Paul, Holrace Hilla Irvine began taking over his fathera' iamense
responsibilities t the age of tWenty. Ths mark�d profite of Herahey �
Irvine, and the �scatine Luaber Company, afforded 8orac• Hills the resour.ces
to build a large �ansion oa Summit Avenue. In 1910 a. �tasioa�was designsd
for the Irvine fep�il�► by William Channing Whitney, an archit�ct who worked in
popular revival s�tyles at ihe turn of this century.
The English Tudor residence standa as a complinent rather than s challeage to
is surroundings, ,blending well with Queen Anne atyle homes which dominete the
area. Two Georgi�an Revival houses were built just after the Irvines moved in.
All three styleslaccentuate each other. The facade of the mansion has double
hung saeh window�, belt couraing, coping, lintels, and spanderels made of
stone - featurea !oftea found in Georgian Rsvival. With a gable roof, central
vindows, and a f�ncy wrought iron fence skirting the propertq at Summit Avenue;
the mansion relat�es well to adjacent Queen Anne homes rrhich are lesa formal
and more decorat�ve. Throughout the time of the Irvinta, and since the State
of Minnesota acqy�ired the residence in 1965,�the �lm-lined bodlevard has
retained its ori�inal proud flavor.
The exterior app�aranc� of the oansion has not changed in the past sevea
decades. It is de of red brick, Flemish bonded with a variety of atone
ornamental featu�s. At the ground level center of the core masa is a wide
�oman arch doorw�y Nhich opens the facade to Summit Avenue. Stone masonry
above the enCrs�¢e riaea to the third floor. Above the entry are three
bays of yrindows jtopped with a swan's neck broken pedim�nt. Symmetrical gables
frame the aides bf the central cor�. Off the west gable is a heavy pavillion
with a projectini� carport. Attached to the east gable is a �tvo.:stor� exteasion:
a bedroom atop a first floor porch.
In 1965 the sta�e was given the foru�r home of Horace Hills Irvine, a preaentation
made by Irvine's� daughters Mra. Olivia lrvine Dodge and Nrs. Clotilde Irvine
Mples. The Irvilae ho� then becans the Governor`a $esiclence. Previously, visiting
dignitaries had �lalways been �i,ar�a lodgiag in hot�ls, and state receptiona had
taken place ia ublic ballrooms, hotel suitts, or in the capitol building.
Prior to 1965 e�ch of the Governors' families occupied their oWn ho� or
found temporaryiquarters in the capitoT city.

When the Minne�ota legislature accepted the gift of the mansion, they
designated it �s the State Ceremonial Building to be maintained by the
Commissioner o� Admfnistration. In 1965 money was set aside by the
legislature to �be used for remodeling and structural improvements wfthin �
a two year per�od. Other than money for general maintenance and tax
purposes, no o�her funds have been appropriated by the state. The mansion
was furnished c�ith artfcles from a variety of sources. T'he donors of the
house left sev@ral Large pieces of. furniture in the rooms, and a couanittee
borrowed furni�ure for the house from the Minnesota Historical Society,
fine arts grou�s, antique dealers, and friends.
Like many ha�me� on Summit Avenue, the interior is quite elaborate. Passfng
through a set bf double doors covered wfth iron grillwork, and inner doors
of frosted glass with inset flower and Leaf motif stained glass, the reception
hall is entered. A sunken solarfum with whfte stone ashlar walls and :
a soft green bgamed ceiling lead to the rear of the msnsion, opens �
a formal gardep. The library and modernized kftchen are to the right of
the reception �all, behind the dining.room. This room paneled with
Circassian Walinut with a molded plaster vaulted ceiling, can be warmed
by a massive sltone fireplace. Serving as the Governor's home office and
staff ineeting iroom is the former library.
A grand stairc;ase with a balcony landing leads to the second floor. It is
made of solid oak in the Tudor manner, Later bleached by the state in 1965.
On the landin�j is a magnificent grandfather clock with a traditional moon
dial. The cldck was donated by the Pillsbury family. On the second floor
are six bedroc}ms, two porchea, a dressing room, closets and several baths.
A master bedre�om to the left of the stafrcase contains furniture wtlich
belonged to tt�e Irvine famfly, including an antique Jacobean table and
a fifteenth c�ntury carved wood chest. A Large gueat bedroom served as the
master bedroo� for the Rolvaags and the Levanders, inside which is an
imported Louis XVth fireplace.
The third floqr is a ballrom which stands vacant. With some repairs and an
addition of a fire escape stairway, the space could be used. However at
present no fuq�ds are available for such rehabilitation.

1006 Sunmit Av�nue, as a Heritage Preservation site; and has reviewed
the proposal in light of the comprehensive plan and other planning .

WHEREAS, the d�signation will have no effect on the surrounding neighborhood
because the ho�se fs already a well-known landmark;
NOW, THEREFORE� BE IT RESOLVED, that the P1anning Commission flnds the �
designation consistent with the comprehensive plan; and
BE IT FURTHER �ESOLVED, that, based on the above planning conslderations,
the Planning C mmission recommends approval of the proposed designation
by the City Co�ncil .

- Significathce: Former home of Horace Hills Irvine, influential
lumberm �n and attorney at turn of century. Excellent example
of Engl�sh Tudor style of architecture. Governor's residence
si nce' 1965.
- Owner, St�te of Minnesota, approves designation.
2. Blair Flats' (Angus Hotel ) , 165 Western Avenue
- National �egister
- Significa�ce: An exemplary Victorian/Queen Anne style building
once colnsidered the most fashionable apartment building in
St. Pau�l .
- Owner, Bliair House Associates, approves of designation after
consulting with the HPC Design Review Committee. Statement
attach�'d.
� - In regards to concerns raised by Mr. Woodrow Thompson, St. Paul
designadtion would have no effect one way or the other on grants
given to the current owner. Staff was unable to discover any
previous designation (presumably National Register) resulting
in a mi�sused restoration grant by former owners. St. Paul
designaltion will not have any effect on the apartment building
in the rear of Blair Flats.
3. Ward Beebe House, 2022 Summit Avenue
- National Register
• - Significd�nce: The only building in St. Paul designed by Purcell
and Elmslie, the most important Minnesota firm of the twentieth
century�. An excellent example of the "Prairie School" style
origindted by Frank Lloyd Wright.
- Owner, Dr�. David Anderson, approves designation.
