SAINT PAUL CITY HALL AND R.AMSEY COUNTY COURTHOUSE Preservation Program The exterior appearance of the Saint Paul City Hall � and Ramsey County Courthouse should be preserved in a manner consistent with the original design intent. The character of the original fenestration and window surrounds should be preserved. Exterior relief �culpture should be carefully preserved and never covered. Any skyway should be integrated in a manner which complements the total design with minimal impact on the fol�owing design elements: the overall stepped setback massing, exterior relief carving and sculp- ture, and the setback northern entryway to the build- ing. If a skyway is built from City Hall Annex, it would be most preferable extending into the alley between City Hall and the jail, and connecting into City Hall on the west side just past the plane of the north facade. Less preferable, but acceptable, would be a skyway connecting into the northwest corner of the north tacade at the second story level. In either case the interior connection is encouraged to have as lit�le impact as possible on original design elements, unique materials and the general ambiance of the public concourse space. Kellogg B;lvd. be designated as a Heritage Preservation Site. A public hearing nn this matter will be held on March 22, 1979. The procedure for HPC designation consists of: 1 . Nomination of a site to the HPC for consideration 2. Review of the site by the HPC's Candidate's Committee for possible historical and/or ar�hitectural significance 3. A p�:blic h�aring is held by the HPC once the site is approved by the Candidate's Committee for possible designation 4. HPC recommendation of the site to City Council for designation as a Heritage Preservation Site 5. Review of the proposed site and preservation program by St. Paul Planning Gommission for recommendation to City Council 6. A public hearing by the St. Paul City Council on the proposed site The St. Paul City Hall & Ramsey County Courthouse has gone through all thesteps listed above, up to City Council public hearing. Outlined below is a history of the designation process for the site thus far: - HPC pub'lic hearing: August 28, 1978 - HPC reGOmmendation to City Council : September 11 , 1978 - Plannirlg Commission Resolution passed: December 8, 1978 Once a site js designated, the Heritage Preservation Commission is empow- ered by ordinance to review any building permit applications regarding designated sites. Permit review power gives the Commission control over any possible exterior changes to designated historic structures. This permit review power does not affect interior changes. Holabird and Root of Chicago did the buildings design, and Ellerb�e Architects administrated construction. The design style q'f the exterior, named by its conterr�oraries "American Per- pendicular" looked toward the future with its severe geometric massing, clear cut setbacks, mini;mal ornamentation, and vertical black accents. These elements emmerged 'from the 1425 Chicago Tribune Competition, where Eliel Saarinen's praise� entry gained at�ention and growing appreciation for a more simplified modern �architecture. � The interior is o�' an earlier style called Zigzag Mbderne, an Art Deco mode which emphasized Ihardedge geometry and a profusion of rectilinear detail . Art Deco, a title,' coined within the past fifteen years, refers to the archi- tectural and indu�trial art produced between 1925 and the Second World War. This style evolvi�g from Art Nouveau in Europe, was articulated at the 1925 Paris exhibition,� "L'Exposition International des Arts Decoratifs et Indus- trial Modernes." ! In France the fashion expressed soft ornamentation. When transmitted to Ar�erica the influence of machine simplicity and mass production gave rise to a mare sleek and angular version called Zigzag Moderne. The interior of City �Hall is the best example of this style in Saint Paul , and ranks high when dompared to buildings of the same period across the country. City Hall was pl�nned just prior to the Depression when construction was as subject to chang$ as the econorr�y. Some builders capitalized on the financial instability of t�e country and became millionaires, others watched their designs trimned �hy shortages of capital . Successfully accomplished skyscrapers during that time� frame include the Empire State, Chrysler, and Wall Street Tower buildings n New York. In terms of lavish details, neither these structures nor C ty Hall in Saint Paul were cutback due to the stock market crash. Drops in� la6or and materials costs and the ready availability of master craftsmenimore than compensated for most budget reductions. The total construction coslt for City Hall was two-hundred thousand dollars less than initially approplriated, despite the use of more valuable materials. Needless to say, the stru�Cture was an unquestionable bargain for Saint Paul and Ramsey County. The building is ;supported by pan construction, a structural steel base and insulating clay ;tile walls. On the exterior, five inch thick blocks of Indiana limestone are s�cured to the tiles, and a waist high black granite base girds the found�tion. Massing of City Hall is relatively simple and symmet- rical . At the c�round floor center rises a twenty story tower. Its core, the . ` � �• , � , ` � I Narrative cont. ' -2- tallest of components, overshoots the tower's perimeter walls by two stories. Black fluting and t"eeding makes the entire unit appear higher and bolder. Extending off the �ast and west sides of the first three stories a re matching groups of step setbacks graduated in volume. Above the Fourth Street entrance, and to the left and right of the Kellogg entrance, are relief sculptures by Lee Lawrie (who also produced sculpture for the Ne6raska S�ate Capitol , New York's RCA Building and "Atl.as" . in Rockefeller Cen�ter� . Lawrie's sculptures appear to be a combination of the mechanistic� style of his contemporary Ferdinand Leger and classic Egyptian form. Whatever the inspiration, this overlay of figures symbolizing the industrial thilrties is a powerful eclectic blend. Upon entering Cit,� Hall from Fourth Street one is confronted Ni�h the hushed atmosphere of Memq�rial Hall , a dedication to soldiers from Ramsey County who died in the First ;World War. In this dimly lit space measuring 85 feet by 24 feet and 41 fe�t high, spotlights direct attention toward the end of the concourse. Stand�ng there three stories high is the Indian God of Peace, a comnanding statue made of Mexican onyx by Swedish sculptor Carl Milles. "Here the bringing toge�her of theatre and architecture characteristic of the 1920s is fully realized�" * The interior wa115 of Memorial Hall are covered with Belgian black marble. When quarried, thie marble was cut and stacked such that after 6eing transported to City Hall the islabs could be positioned on the walls to exhibit cont�nuous patterns. Lowerllevel floors are made of Terrazzo stone; other floors are covered with fir�'proof tile. Thoughout the hallways, offices, and courtrooms, a wide variety of wood paneling was used. For example, on the third floor quarter-sawed En�lish Oak panels line the corridor creating a gentle and warm mood. A lively ;theme of Art Deco is visible in many parts of the building. Rising light sha�ts in Memorial Hall , streamlined bronze, nickel and silver hardware, and fir;�ely crafted fire exit signs and doorknobs, in addition to 52,000 square fe t of gold leaf ceilings, is just partial evidence of a tremendous displ�y of wealth, so germain to Art Deco architecture. On a self-guided tour of City Hall one will be impressed by the building's very good condi'thi'on. Pr9de has been shown in caring for� its many features. Since the City Hall could possibly be connected into the skyway ;system and the Council has previously expressed concern over historic d�signation interfering with skyway system development, the Heritage PreserWation Commission felt the issue should be addressed in the proposed "preservation program" for City Hall . As you know, the preservation prpgram is incorporated into the individual ordinance designating an historic site and serves as the guideline for any permit revi ew. .,:,. - - At its March 8, 1979 meeting the Heritage Preservation Commission passed a resolution amending the City Nall preservation program with a section on skyway connecti�on. This amendment provides general criteria for reviewing any skyway proposal and specifically allows the two possible locations for a City Ha1T Annex skyway. In addition, the standard design type would be acceptable. I� St. Paul designation is approved, the preservation program would obviously be the official Heritage Preservation Commission's position on a skyway from the Annex and could reinforce any argument for such a skyway the Cit�r wished to present to the Federal Government. It is the Commtission's hope that this provision will enable the City Council to comfortably suppo'rt the designation of the City Ha11 and County Court House. Thank you for your consideration. Paul as a consciously "modern" ' t�ventieth cejntury city. It is the building tivhich visually signifies ' the status q�f St. Paul as a major city in-its-own-right, and not only the Ca�ji tol of the State. : ` � ' ; Sec. 4, (B) � 4 - City Nall is an excellent example of Art Deco arch- ' itecture of r�ational impartance, designed by the Chicago firm of Holabird an� Root. Elements such as the setback massinga the °zig-zag", symbolicall industriai relief carving, the strong vertical accents, ' the dramati� entrance-way, and the magnificent concourse space all combine in� an exemplary r�evision of the Art De�u style so characteristic of the lateltwenties and thirties. It is unique in the Midwest as a large City Nall/County Courthouse in this style. It stands in good condition amd basically unaltered. Sec. 4, {g)i, 6 - The rich materials, detail , and fine craftsmanship are unique �and irreplaceable. Sec. 4, (B� 7 - With its riverside siting and central location, it is ,. certainly one of the most established and fam�liar visual features �n St. Paul, � _ ` Q. ) Why should� the City Council designate its own building? A. ) 1 . Design�tion would'be a gesture of symbolic support for the city's role i�h� preservation of St. Paul 's heritage. 2. It woyld indicate the Council 's willingness as an "owner" to accept the pr!otective review process that it asks other owners of Heritage Preser,vation Sites to live with. In a long-�erm way designation�now would be an economically sound move� saving the City and County the costs in fifty years of a resto�ation project (like the Old Federal Courts Building) made neces�ary by inappropriate alterations; etc. 4. Since City; Hall is a public building the Council might wish to "insure" i�,ts decisions on any major design issues with the citizen lnput and professional advice of the Design Review Committee of the Heritage Preservation Commission. 5. The approv�al of an Annex skyway in the Commission's recommended I preservati�on program would provide the City with an advantage in approaching the federal government with the Annex skyway option. i Q. ) How would the ,skyway provision in the preservation program actually i provide the Ci�ty with such an advantaqe? � i A. ) If City Hall i's designated, the preservation-program would be the , official position of the HPC -- the local landmarks bady -- on the , Annex skyway. With this position established as a matter of record, ' the City could approach the federal agency involved -- Economic Development A ency (EDA) -- with the argument that an Annex skyway could not be �otally out of line with historic com�atibility given that the muni�ipal preservation body had approved the concept. The City could po�nt to the preservation program's very reasonabTe criteria for review of a� skyway and the specific acceptance af the two most like7y connections for an Annex skyway. Since the time constraint of the original grant application deadline would not be present, EDA would probably be much more willing to accept the ' historic revipw by the Advisory Council on Historic Preservation that it would unde'rgo as the federal agency responsible for funding a project with ;an effect on a National Register eligible site. This federal revie�w and comment process for the protection of a historic site involves the federal agency (EDA) , the State Historic Preservation Officer (Russ�ell Fridley, Director of the Minnesota Historical Society) , and the Advis,ory Council on Historic Preservation. The essential point of this revi�w is to determine whether the project will have an "adverse effect" on the historic site, and if it does, to determine how that adverse effe�t can best be mitigated with the most "feasible and prudent" ' alternative. , As the applicant for the federal funding, the City would be involved in the review by providing the information and documenta- tion to the federal agency and the State Historic Preservation Officer (SHPO) necesSary for their determination of any adverse effect. I . , If the federal agency, in consulta'tion with the SHPO, determines that there is no adverse effect, their opinion is forwarded to the Advisory Council . If ;the Advisory Council objects to this determination (or if the agency and SHPO initially determines adverse effect) , it initiates a "consultation process" in order to reach an agreement on the best alternative for minimal impact on the site. This con- sultation prbcess involves preparation of a preTiminary case report, an on-site id�spection, and a public information meeting, which all lead to a Me�norandum of Agreement stating a satisfactory alternative minimizing the adverse effect or stating that there is no alternative and the project should proceed due to public benefit. The City and the St. Paul Heritage Preservation Commission would be directly invplved in every step of the consultation process.
