THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: ' Section 1. That Section 308.23 (3) of the Saint Paul Legislative Code is hereby amended as follows: (3) No liquor shall be sold or furnished for any purpose whatever to any person under e����ee�-�{�8� nineteen 19 years of age or to an habitual drunkard or to one obviously intoxicated or to any person to whom such sale is prohibited by any law of this state or this chapter. The provisions of this sub5eetion shall apply to all persons whether or not licensed under this chapter.
