An ordinance including coin operated
pool tables under Chapter 406 of the
Saint Paul Legislative Code.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That Section 406.01 of the Saint Paul Legislative Code is
amended to read as follows :
406.01. License Required. It shall be unlawful
for any person to keep or have fo� public use in the
City of St. Paul any ten-pin or bowling alley or any
billiard or pool table, including any coin operated
bi�iliard or Aool table, wherein or wherein such person
shall permit for reward or otherwise any other person
to play at any game of billiards, pool, ten-pins, or
to bowl thereon, or any other game or games whatever,
unless such person shall first obtain a city license
therefor. No person licensed to sell on-sale non-
intoxicatina and intoxicating liquor who has any coin
operated billiard or pool table used on the premises
licensed for the sale of liquor shall be reguired to have
a license hereunder for said coin operated billiard or
Aool table.
Section 2.
This ordinance shall be in effect and take force thirty (30)
days from and after its passage, approval and publication.

Dear �Ir . Garvey :
On September 26 , 1980, at 0035 hours , Sergeant Wilkes
of Team B-5 , issued a criminal citation to Robert Hicks
at 478 University, for operating a pool hall after hours .
As it turns out , this address is not licensed as a pool
hall , and the three pool tables in the establishment
are coin-operated ; consequently , not requiring a pool
hall license . Since only three machines are on the
premises , a game room license is not necessary . There-
fore, this establishment is not restricted to operating
hours and runs 24 hours a day . �
The owner� of the L�usiness at 478 University , Louis Boykin,
as well as the manager of this business , refer to it as
a pool hall . The sign in front of the business , "The
Cue, " indicates it is a pool hall , and ostensibly, the
main source of income is from the pool tables and the
original container license issued to this address . It
is the contention of the personnel of the St . Paul Police
Vice Unit that 478 University is , in fact , a pool hall
and should be licensed as such , thus restricting them to
the hours they can be open as defined in Ordinance 406 . 04 .
In addition, 478 University is a known hangout for pimps
and prostitutes , especially after the closing of bars at
1 : OU A. M. Gambling violations have occurred on these
premises and citations have been issued for allowing
intoxicants in an unlicensed establishment .
