On April 16, 1981 , the Zoning Committee conducted a public hearing on the case. The only correspondence received was a letter from the South of Case Project �eview Board expressing their support for the rezoning under the H RA's promise of restrictive covenants on the property and the South of. Case Review Board's future involvement in the development of the property. John Wenker, HRA project manager for the site, stated that development proposals will be submitted to the South of Case Review Board for their review and approval . Nancy Post, 906 Westminster, representing the South of Case Review Board, spoke in support of the rezoning. On a vote of 6-0, the Zoning Committee recommended approval of the rezoning. The Planning Corr�nission considered the Zoning Corr�nittee's recommendation on April 24, 1981 , and voted 15-0 to approve the rezoning. The matter of the requested rezoning is scheduled to be heard by the City Council on h1ay 21 , 1981. SUi-"rICIENCY: The rezoning petition was declared sufficient by the Finance Department on f�larch 4, 1981 . Thirty-three parcels were eligible to sign; 22 were needed; and 23 were obtained. C. SITE & AREA CO�DITIONS: The site is 101 ,059 sq. ft. in area (2.32 acresj . 7he site is bounded by single family and duplex homes to the east and narth. Vacant property zoned I-1 lies south and west of the site. I35-E is located to the west. D. ZONING HISTORY: The site was zoned "B" Residence from 1922 until it was designated RP1-2 i n 1975. E. FINDINGS: 1 . The subject site is not specifically addressed in the Comprehensive Plan. The District 5 Plan does state that one of their goals is to "promote appropriate industrial development on vacant land, especially in the southwest corner of the district." The Land Use Plan designates the area southeast of the site as appro- priate for industrial development (p. 57) and the area north of the site as appropri�t� f�r residential development (p. 39) . ?_. A staff team from the Department of Planning and Economic Development studied the feasibility of alternative uses for the site and determined that a light industrial use would be the most appropriate use for the site. 3. Residential development as townhouses was considered by the staff team but was ruled out because the high cost of the land would make the units nrohibitively expensive. 4. Although a developer for the site has not been selected yet, the Housing & Redevelopment Authority has expressed their commitment to developing the site tivith a use compatible with the s;urrounding neighborhood. Development proposals ���ill be submitted to the South of Case Project Revicw Board for their review and _ approval . 5. When a developer is designated and plans are drawn up, the plans will go thro�gh sit� plan revie4v to ensure adequate buffering between the industrial development and adjacent residential development. 6. Rezoning the parcel to I-1 would be an extension of the I-1 zone to the south ard ��sest of ihe site. F.
